RESPONSIBILITIES
The Senior Investigator will serve as a key support to the Senior Director of Internal Affairs and act as a mentor to Investigators. This role is responsible for conducting high-level and complex investigations into allegations of misconduct, including use of force, abuse of authority, fraud, waste, abuse, workplace violence, and other serious violations involving MTA B&T employees or individuals committing crimes against the agency. The Senior Investigator will lead investigative efforts by gathering and analyzing evidence, conducting interviews, preparing reports, and presenting cases for prosecution or disciplinary action.

Additionally, the Senior Investigator will oversee firearms administration, including the intake and issuance of firearms for B&T sworn personnel, firearm inventory reviews, and periodic firearm destruction initiatives. The role also includes conducting security inspections at MTA B&T facilities to ensure compliance with New York State laws and agency policies.

Other responsibilities include coordinating with external investigative agencies (e.g., NYPD IAB, MTAPD, NYC DOI), testifying in administrative and criminal proceedings, and ensuring thorough documentation of investigative processes. The Senior Investigator will also support training and development initiatives by identifying and implementing industry best practices to enhance investigative skills and compliance standards within the team.

As needed, the Senior Investigator will conduct security assessments, executive protection, and special enforcement initiatives to safeguard MTA B&T personnel and revenue. Given the complexity of certain investigations, the Senior Investigator may lead a team of investigators on high-profile cases.

This position requires strong investigative acumen, the ability to manage multiple cases simultaneously, and the capability to work collaboratively with both internal and external stakeholders to uphold the integrity and security of MTA B&T operations.

REQUIRED QUALIFICATIONS
Bachelor's in Criminal Justice, Criminal Investigations, Criminology, Forensic Sciences, Public Administration, Cybersecurity, Homeland Security, Security Management, Emergency Management, Project Management, Systems, or Technology or a related field.
Must have 6 (six) years of field investigative, auditing and /or analytical experience involving complex and sensitive investigations.
Minimum two (2) years in an administrative, managerial, or supervisory capacity.
An equivalent combination of education and experience may be considered.
Proficient computer skills (i.e., Windows environment, Microsoft Office, PeopleSoft, Oracle, etc.), and strong business administrative skills (i.e. presentations, report and letter writing, time management, etc.)
Experience with case management systems, surveillance equipment, and investigative databases (e.g., CLEAR, LexisNexis, or NCIC).
Experience with unionized work environments and handling internal disciplinary processes.
Ability to handle sensitive and high-pressure situations with discretion and professionalism.
Strong ethical judgment and decision-making abilities to maintain integrity in investigations.
In-depth knowledge and understanding of NYS Penal Law, Criminal Procedure Law, and Vehicle and Traffic Law.
In-depth knowledge of law enforcement procedures and statutes; security procedures; and investigative and interviewing techniques.
Understanding of electronic security hardware and software.
Understanding of auditing, budgeting and inventory software.
Understanding of toll equipment operating records; reconciliation procedures; and toll equipment data.
Knowledge of background check methodology and software.
Knowledge of digital forensics and associated processes.
New York City resident (Must be maintained throughout employment).
Valid New York State Driver's License (Must be maintained throughout employment).
Proficient in utilizing information systems and necessary communication software.
Excellent written and oral communication skills.
Ability to conduct, direct, and control interviews and interrogations.
Ability to research, evaluate, and develop information.
Ability to interact with other individuals, maintaining a friendly and cooperative relationship.
Ability to testify at criminal, civil, and disciplinary hearings, imparting factual and cogent testimony.
Ability to perform surveys and physically work on the bridges and tunnels. This requires climbing ladders, mantling walls, crawling in tight spaces, etc.
Ability to obtain Special Patrolman status in New York City.
Excellent communication and interpersonal skills.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
Must possess excellent team building, listening, problem solving, and prioritization skills.
This role requires on-site availability during emergencies or upon need
Must be able to work flexible hours, including nights, weekends, and holidays, as required.
Ability to be on call 24/7 and report to any of MTA Bridges & Tunnels seven bridges and two tunnel locations as needed

Preferred:
Experience with OSINT (Open-Source Intelligence) investigations and social media analytics.
