Position Purpose and Summary
The Director of Interim Housing - Regional Programs fulfills HTM's mission and vision by leading and overseeing all programmatic and community relations functions for Hope the Mission's Regional Programs division. This position ensures that all Regional Programming sites are operating in-line with best, evidence-based practices in service to those experiencing homelessness. This includes, but is not limited to, ensuring Regional sites model Trauma-Informed Care, Harm Reduction, and Housing First methodologies.
This position oversees the management outcomes of all regional sites, to include: understanding programs and budgets, contract reporting, monitoring daily operations of services, and supervision and training of staff. This position serves as a main point of community contact within the community overseeing positive community development, internal and external strategic partnerships, and engagement with the Coordinated Entry System and public relations.

Responsibilities
Administration:
- Support assigned Regional Programs staff with development of written program policies and procedures, ensuring compliance with all contracts.
- Work collaboratively with the Sr. Director of Regional Programs, Regional Director of Programs, HTM's Operations, Human Resources, and other departments to implement and oversee all facility, personnel, and program processes.
- Support staff payroll and ensure that timekeeping practices are consistent and compliant with governing requirements and HTM policies; including but not limited to, ensuring timesheets are accurate, approved, and that all payroll documents are submitted in a timely manner.
- Help build strategies and timelines for department projects based on goals presented by leadership.
Program Management:
- Act as the direct manager to all assigned Program Managers while simultaneously providing leadership guidance to Assistant program managers, Program Coordinators, and staff.
- Identify staff development needs and activities. Work closely with the team to bring in training opportunities and identify areas for professional growth. Work closely with HTM's Learning and Development team to schedule and provide on-going training.
- Oversee implementation of program policies, procedures, and services. Ensure overall policies, procedures, and practices are in line with respective funding sources and with HTM's goals and values.
- Analyze program reports and numbers to identify trends and make projections or recommendations for program modification. Work closely with the Data Compliance department to utilize data-driven analysis and forecasting to measure and evaluate the performance of programs and programs goals.
- Respond to emergency and priority situations such as safety and security measures. Resolve grievances and troubleshoot incidents.
Program Budgets:
- Understand and work within program and facility budgets and spending.
- Ensure all programs are operating within budget.
Government and Community Engagement:
- Work collaboratively with the management team and other HTM leadership to build strong relationships with county, city, and government entities and funders. Represent HTM at government and public meetings. Contribute to strategic communications, relationship development, and a positive brand persona.
- Network with local stakeholders to develop and maintain working relationships and to promote Hope's brand. This includes through engagement with local agencies, coalitions, services agencies, chambers of commerce, business improvement districts, neighborhood groups, law enforcement, city and county governments, residents, and other organizations.
- Act as the main point of contact for all aspects related to Coordinated Entry in designated regions.
- Work closely with Faith Based Organizations to collaborate and partner in community activities/events.

- Proficient in fiscal planning, budgeting, and compliance reporting
- Strong Emotional Intelligence skillset
- Demonstrated familiarity with both interim-housing and wrap around/supportive services.
- Proficient in using technology and software to produce documentation, manage records, and communicate.
Qualifications
- Bachelor's degree in social services or related field required. Master's degree preferred
- 5+ years of supervisory experience managing programs and staff, with increasing leadership and management responsibilities required.
- Experience managing programmatic budgets.
- Experience working with vulnerable populations.
- Demonstrated ability to manage multiple programs and contracts. Demonstrated experience leading large-scale programs and systems change.
- Clarity (HMIS) experience preferred.
- Highly motivated self-starter, with proven ability to develop creative solutions.
- Commitment and ability to work as part of HTM's leadership team.
- Demonstrated history as a professional, leader, and manager in terms of demeanor, communication, interpersonal relations, and collaboration.And, a commitment to ending homelessness.
- Bilingual preferred
Mandatory Requirements:
- Travel to regional sites 50% or more of the time
- Must have a valid CA Driver's license and successful completion of MVR screening
- Must provide proof of vehicle insurance coverage with an ability to qualify for HTM's commercial insurance coverage
- Successful completion of drug, TB, and background checks (ongoing)
- Ability to work flexible hours which include weekends, evenings, and holiday as necessary
