ABOUT THE POSITION
The County of Riverside's Hospital Administration division at Riverside University Health Systems seeks a RUHS Performance & Service Excellence Program Administrator to join our team at our Mission Grove location in Riverside.
This position is responsible for overseeing the daily operations of healthcare performance improvement and service excellence initiatives to ensure efficient and effective program execution. The role includes monitoring key performance indicators, facilitating team meetings and improvement events, and supporting staff in applying continuous improvement methodologies. This position collaborates with leadership and stakeholders to align on priorities, promote a culture of patient safety and service excellence, and integrate performance improvement strategies into daily operations. Additionally, the role provides guidance to staff on quality improvement practices, assists in developing policies and procedures to enhance patient care and operational efficiency, and ensures compliance with regulatory standards. The position also supports leadership by providing data analysis, preparing reports on program progress, researching emerging trends in healthcare quality, and assisting in budget monitoring and resource allocation for improvement initiatives. Through training and mentorship, the position helps build staff capabilities in performance improvement while maintaining alignment with the organization's goals and regulatory requirements.

Desired Qualifications:
  • 3-5 years in healthcare administration or operations, specifically in performance improvement, patient safety, or service delivery within a large healthcare setting
  • Experience applying Lean methodologies such as Value Stream Mapping, A3 Problem Solving, Kaizen events, 5S, and Visual Management in a healthcare environment, with a proven record of leading improvement initiatives
  • Experience developing, implementing, and scaling performance improvement programs in healthcare settings
  • Demonstrated experience analyzing healthcare data, tracking key performance indicators (KPIs), and using data to drive operational improvements and patient outcomes
  • Experience with Electronic Health Records (EHR), Patient Management Systems, or other healthcare IT tools used to support performance improvement initiatives

EXAMPLES OF ESSENTIAL DUTIES
Coordinate, monitor and review the activities and staff of assigned healthcare performance improvement, patient safety, quality of patient care, and service delivery programs to assure effective and efficient operation.
Develop, organize, implement, and monitor Performance Improvement (PI) initiatives to achieve safe and excellent healthcare quality and operational outcomes at RUHS; employ and utilize performance improvement methodology, tools and techniques to streamline healthcare processes and delivery systems.
Provide leadership and expertise in the development and implementation of quality improvement, patient safety and reliability strategies and programs within RUHS; assign clear authority and accountability for quality, performance improvement and service excellence efforts; obtain and allocate resources, including staffing.
Collaborate with the senior leadership, nursing, ancillary services, ambulatory, and other key stakeholders to develop, implement and sustain policies/procedures and workflow system to improve patient outcomes, patient satisfaction, patient safety, and performance and service excellence measures and programs.
Collaborate with senior leadership to develop, identify and define performance indicators and set priorities regarding areas for improvement related to quality and delivery systems of care, patient safety and reliability of data tracking these measures.
Integrate healthcare performance and quality of care objectives and activities into RUHS culture through marketing and promotion.
Assist in the development of objectives and policies pertinent to healthcare performance and delivery improvement; assist assigned department supervisors in the establishment of budgets and monitor expenditures against the budget.
Maintain competence and knowledge of Joint Commission and federal and state regulatory standards related to quality and delivery of healthcare and patient safety; ensure that the RUHS leadership is updated with trends in healthcare quality standards; lead and coordinate the preparation for accreditation and regulatory compliance surveys.
Select, assign, evaluate, and direct the work of subordinates; review employee progress and efficiency reports; assist in the selection and evaluation of supervisors and staff.
Consult with assigned department leaders/representatives to evaluate services and implement changes in departmental operations if necessary; create and revise department policies and practices to align with department goals related to patient safety, quality of care and other performance measures.
Perform special studies as assigned by executive leader; assume total responsibility for assigned special projects; provide periodic reports on status of projects to the Medical Center Chief Operating Officer.
Attend, participate in and conduct staff meetings, committee meetings and conferences; may represent RUHS at meetings and conferences with County and other officials; prepare correspondence and reports as required.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a master's degree, preferably with a major in hospital, health, business or public administration, public health, behavioral science, management, nursing, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education based on one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience:

Three years of hospital or healthcare administration experience in an acute care hospital or large health system. (Five years of experience managing healthcare performance improvement projects preferred.)
OR
Five years in a large organization providing financial planning and analysis, development of organizational policies and procedures, and management of performance improvement projects along with team-building experience. (Experience in an acute care hospital or large health system is preferred.)

Certification: Lean certification in healthcare or Certified Professional in Healthcare Specialty certification is preferred.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

    Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

    -Annual Leave for Unrepresented Management Attorneys:
    Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
