Job Responsibilities
With our Agency's mission to support the recovery of people with mental illnesses, we provide a complete array of medical and support services for children, adults, and families throughout South Carolina.
This position is located at the Department of Mental Health Crafts-Farrow, 7901 Farrow Rd, Columbia, SC 29203.
As the Program Manager I, working under the supervision of the Program Manager II, you will function as the Assistant Director of Forensic Services for the Contract Monitoring Service, to include Forensics, SVP, and Units 3, 7, and 8. The position also oversees contract monitoring duties at SVP, providing direct services as needed. Audits contracted services, works in consultation with contractors and vendors to resolve concerns. Oversees metric selection for Forensics, the contract monitoring plan for each forensic facility, and responsibility for documentation of contract monitoring activities and outcomes.

State Minimum Requirements: Master's degree and relevant program experience.
Preferred Qualifications
Master's degree and at least two (2) years of experience in SVP/secure treatment settings and experience with contract monitoring/public-private partnerships.
Additional Comments
The selected candidate must have a valid SC driver's license. Position may require some night/weekend work and visiting various work sites. This position may require on-call availability. Contract monitoring will include monitoring activities located in secure facilities and will involve some interaction with SVP residents. Employee is subject to random drug testing.

- Provides back-up coverage for after-hour call and reporting responsibilities for the PMII. Plans, organizes, and manages contract monitoring services. Responsible for strategic planning, metric selection, the contract monitoring plan, and documentation of contract monitoring activities and outcomes in consultation with the PMII. Will work with Program Manager II to ensure all applicable licensing, certification, and accreditation standards and regulatory requirements are met.
- Completing monitoring services such as site reviews, desk reviews, and audits, including monthly environmental rounds. Assists in preparation of monthly, quarterly, and annual reports, including status and activity reports which document responsiveness of vendor, completion of contracted activities, and quality of service.
- Serves as contract monitor for SVP. Will provide supervision/consultation to SVP contract monitors.
- Serves as liaison between SCDMH stakeholders and vendor. Attends regular meetings with vendor and communicates information to stakeholders. Participates in meetings with SCDMH stakeholders to address concerns about the vendor and develops solutions to identified issues. Will develop solutions and tools to measure resolution of issues as they arise.
- Supervises the maintenance of contract documents and reports. Notifies Program Manager II of significant events, concerns or risks as it relates to contract monitoring matters.
- Assists with coverage of Case Reviews/QCRB tasks for all monitored facilities as needed.
- Performs special tasks as assigned by the Program Manager II and other related duties as necessary.
