Summary:
The Director, Operational Workforce Management is responsible for the holistic management of the craft labor starting with sourcing, recruiting, training, and development. The Director, Operational Workforce Management oversees the development, implementation, and success of the Workforce Development Program, which ensures knowledge consistency that supports the safety of our employees above all else, as well as a strong development program. The Director, Operational Workforce Management provides leadership including curriculum development oversight, mentorship program supervision, apprenticeship recruitment and selection strategy, external outreach and partnership efforts, and program evaluation, as well as oversight of the construction training team.

Anticipated base salary range: $149,000 to $175,000
The final agreed upon compensation is based on individual education, qualifications, experience, and work location. This position is bonus eligible.

Requirements:
- Collaborates with Operational Leadership for workforce planning & analytics. Responsible for working with cross-functional teams to implement a system for forecasting workforce needs, skill gaps, and future training requirements. This includes data-driven decisions on hiring, training, and resource allocation.
- Employee Engagement & Retention: Develops strategies to maintain high employee morale and reduce turnover, such as recognition programs, career development paths, and feedback mechanisms (employee engagement surveys such as Peakon).
- Compliance and Legal Considerations: Ensures adherence to other regulatory requirements beyond IRA compliance such as state/federal OSHA, EEOC, and industry-specific safety standards.
- Talent Acquisition & Onboarding: Establishes clear processes for recruiting, hiring, and onboarding to ensure consistency and efficiency in bringing new employees into the organization including apprentices.
- Career Pathways & Succession Planning: Creates clear career pathways for employees and plan for succession in key roles to ensure continuity and growth opportunities.
- Budgeting & Resource Allocation: Ensures proper budgeting for training programs, recruitment efforts, staffing and any technological investments required for department operations.
- Collaborates with local colleges, universities, and trade schools to create a pipeline of talent and align training programs with industry needs. Considers opportunities for partnering with school districts to allow for collaboration with school counselors on the availability of the program.
- Develops and executes the overall strategy for the Apprentice Program in alignment with the organization's mission and goals, providing visionary leadership to ensure the program remains at the forefront of industry trends and best practices.
- Collaborates with operational leadership, subcontractors, trade and industry associations and external curriculum providers to build and maintain an exemplary, and audit-ready, apprenticeship program that supports the needs of our clients and the RES business strategy.
- Directs the Apprenticeship Advisory Group to ensure compliance with the Department of Labor, Office of Apprenticeship and/or the State Apprenticeship Agency requirements, and monitors Apprentice progression in accordance with program requirements.
- Provides a comprehensive and dynamic curriculum, collaborating with subject matter experts and industry leaders to ensure curriculum meets industry standard, addresses emerging needs and blends traditional craftsmanship with modern techniques and technologies.
- Oversees the candidate application and selection process, adhering to the apprentice requirements outlined in Title 29, Subtitle A, part 29.
- Leads outreach initiatives to raise awareness of the Apprentice Program and builds a strong network of supporters.
- Prepares for and participates in annual DOL audits.
- Establishes and monitors key performance indicators (KPIs) to assess the success and impact of the operational workforce management.
- Develops, manages and maintains documentation and record retention of all training and apprenticeship completions.
- Develops, enacts, expands, and enforces safety training programs to ensure they meet the needs of the Company and fulfill all necessary regulatory requirements.
- Provides technical expertise, and/or analysis and makes recommendations to management on training issues, programs, topics, or enforcement concerns.
- Operates Company aligned vehicle for site visits and business trips.
- Attends work regularly and punctually, as scheduled or expected.
- Complies with Employee Handbook, Code of Conduct and Company Policies & Procedures.

- Works with Legal and IT to ensure data protection where sensitive information is required.

- Cultivates and maintains partnerships with external consultants, industry organizations, educational institutions, and other relevant stakeholders, ensuring effective program communication, including status and results.

Qualifications:
- High School Diploma required.
- Bachelor's degree in a related field preferred.
- 10 or more years' experience in the construction industry required.
- 5 or more years of supervisory or management experience required.
- 2 or more years of proven experience in craft labor management/apprentice management preferred.
- Ability to travel domestically 5 to 15% required.
- Must possess a valid Driver's License.
- Strong interpersonal and communication skills are required to ensure high quality, positive interfaces with the project team, administrative support functions who are based off-site, and clients.
- Ability to multi-task and work independently when required, to ensure deadlines are met.
- Skilled in MS Office (Excel, Word, PPT and Outlook).
- Exemplary attention to detail and follow-through skills.
- Familiarity with LMS systems is preferred.
- Demonstrated strength and experience presenting at industry conferences.
- Proven coaching, mentoring and training experience.
- Passion for preserving and advancing traditional position in the crafts.
- Demonstrated trustworthiness with sensitive and confidential information.
- Proven experience and commitment to collaboration and team building.
