The City of Pearland, TX is seeking to hire a full-time Right-of-Way (ROW) Superintendent to lead and improve aspects of the day-to-day operations of our Engineering and Public Works department within our Right-of-Way (ROW) division. The ROW Superintendent earns a competitive salary of $71,682.31-$91,394.95/per year based on experience and qualifications. Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance, plus the majority portion of the medical premium for employees and their dependents. A DAY IN THE LIFE OF A RIGHT-OF-WAY (ROW) SUPERINTENDENT
General Description
The Superintendent will manage and oversee the day-to-day operations and maintenance of the City's street and sidewalk network, right of way and facility ground maintenance & aesthetic programs, right of way utility locating & permitting, traffic sign and pavement marking programs and management of drainage systems assets that serve the City's residents and businesses.
Essential Functions:
- Manages the day-to-day maintenance operations associated with the street network for the safe travel and mobility of residents and commerce within the City including the pavement management policy objectives such as asphalt paving operations, road sub-base and subgrade repair, concrete paving, mud jacking, concrete street panel repair and minor maintenance such as patching, pothole repair and crack sealing.
- Manages the day-to-day operations for maintenance and repair of the City's sidewalk network and pedestrian access to sidewalks such as cross walks, routes to schools and curb ramps, including compliance with Texas Accessibility Standards, and federal Americans with Disabilities Act, related regulations and guidance requirements.
- Manages the day-to-day operations for the construction, maintenance and repair of the City's drainage and storm sewer system, detention ponds and outfalls, to be in conformance with the City's Municipal Separate Storm Water System (MS4) in order to allow for safe, positive drainage and to prevent loss of life and property for City residents.
- Responsible for the Division Emergency Plan and providing resources and support to the Public Works Emergency Preparedness Operations Plan and City Emergency Action Plan. Also responsible for the development, maintenance and implementation of the Division's Business Plan, Performance Measures, Standard Operating Procedures, policies, contracts and guidelines.
- Manages the aesthetics and safety of the City's rights of way through oversight of utility locates, permitting, inspection, enhancement projects, grounds maintenance program and street sweeping program.
- Oversees recruiting hiring, development, coaching, performance appraisals and dismissal for the Right of Way Division. Ensure positive relationships with internal and external customers are maintained. Also ensure leadership, decision making and relationships with employees are handled per policy and regulations.
- Develops, oversees, implements and monitors the Division Budget. Coordinates with the Business Administrator to report changes, transfers, and other key budget actions to ensure all contracts for goods and services, professional services and projects are maintained within budget and per policy.
Additional Duties:
- Identifies and/or resolves problems in a timely manner; gathers and analyzes information skillfully; develops alternate solutions; works in group problem solving situations; uses reason even when dealing with emotional topics.
- Reviews construction plans and specifications, coordinates with the Engineering & Capital Projects Department and provides feedback regarding operations, material, standard details and equipment selections for storm water detention, traffic control, landscape, retention ponds or pump station projects.
- Attends City Council meetings to represent services and Department as needed.
- Performs related work as assigned.
Minimum Education and Experience Requirements:
- Requires High School graduation or GED equivalent supplemented by specialized courses/training equivalent to completion of one year of college.
- Requires four (4) years of job related experience and/or increasing supervisory responsibilities in the association with street, sidewalk, and drainage maintenance, public utilities, grounds maintenance, right of way management, or equivalent combination of education, training, and experience.
Special Certifications and Licenses:
- Texas Class C Driver's License.
- Utility, Grounds Management, Asphalt, Concrete certifications or related principles of infrastructure construction training or certification preferred.
