SUMMARY OF WORK

Advanced professional work in the applied science of geomatics, developing and maintaining Geographic Information System (GIS) applications including automated mapping and facilities management (AM/FM) systems, engineering plan preparation application and standards, or developing and maintaining asset management systems and standards.

Positions allocated to this classification are a leadership position for all GIS applications, plan preparation applications, asset management applications, and reports to a designated supervisor and works under limited supervision. ESSENTIAL JOB FUNCTIONS

Functions as a team leader in the management and operation of assigned operational areas and coordinates activities with other supervisors, managers, and work groups.

Identifies and considers both the business and the technical needs of customers with the goal of providing quality solutions that meet the user needs and operational area mission.

Determines facility, equipment, and supply requirements for data systems activities to facilitate analysis, reports, forecasts, estimates, computations, records maintenance, and operational needs of the operational area.

Interprets rules, regulations, policies, and procedures as they affect the organizational mission.

Ensures the implementation of processes and practices are in support of asset management best practices and are synchronized or integrated with GIS and other operational systems applications.

Purchases materials and services in alignment with City procurement process.

Assists and/or creates operational area specific strategic asset management plan.

Ensures effective communication and coordination between all business process stakeholders.

Resolves external and internal customer issues.

Recommends selection, promotion, discharge, and other appropriate personnel actions.

Will be required to respond under emergency conditions.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May act in absence of supervisor.

Assist with annual budget preparation.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills, and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Graduation from an accredited four-year college or university with major course work in Geographic Information Systems (GIS), Computer Science, Engineering, Geoscience, Geomatics, Surveying and Mapping, Geography, Computer Aided Drafting and Design (CADD), Mathematics, or related field.

Eight (8) years' experience with GIS, CAD, asset management, or engineering technology with four (4) of those years progressively responsible experience working in a utility experience and two (2) of those years with supervisory experience of technical staff; or an equivalent combination of education, training and experience which provide the required knowledge, ability, and skills.

CERTIFICATIONS OR LICENSES

Licenses

Valid Florida Driver License within 30 days of appointment.

Certifications

GISP Certificate, Asset Management Certificate, Project Management Professional, or equivalent certification within two (2) years.

KNOWLEDGE, SKILLS, AND ABILITIES

Ability to lead a team and resolve issues that arise in an efficient and diplomatic manner.

Ability to effectively coordinate a group of geographically distributed GIS and Operational Systems Specialists, in various departmental offices for growth, development, and collaboration in support of business goals for the organization.

Ability to plan, layout, and supervise the work of subordinates.

Ability to work effectively with elected officials, charter officers, department and/or division managers, and representatives of other agencies, other city employees, and the general public.

Demonstrated knowledge of cartography and computer mapping including design principles and understanding map creation procedures in ArcGIS.

Strong organizational skills related to scheduling time on projects and meeting deadlines while working within an organized file structure protocol.

Ability to produce presentations, and/or written protocol of methods for reports or within metadata to replicate GIS-related analyses or modeling techniques applied on projects is strongly preferred.

Thorough knowledge and education in geomatics principles and practices applied in planning, design, development, and maintenance of land base layers associated with an AM/FM/GIS.

Considerable understanding of statistics as they relate to satellite positioning system-derived information.

Thorough understanding of computer output devices such as plotted, printers, and scanners including the operations and maintenance of such equipment.

Ability to perform complex geomatics computations, integrate new land development plans and plats into the enterprise land base layers, develop methodologies necessary to support complex utility facility management queries, and perform research.

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

While performing the duties of this job, the employee is often required to sit for prolonged periods of time.

WORK ENVIRONMENT

Work is primarily in an office environment.
