Position Description: Responsible for the oversight of the Treasury Management department within the Accounting and Finance Department. Departmental responsibilities include: management of all banking and credit activities and relationships, management of cash receipts and disbursements, monitoring cash flow and cash balances, management of restricted cash and movement of cash between restricted and unrestricted accounts, cash flow projections, payroll administration, payroll tax compliance and reporting, treasury analysis at corporate, department and program levels, all aspects of tax compliance including sales, property, UBI and IRS reporting, management of liability insurance program, investment management, manage or support retirement plan audits and other benefit and insurance-related audits, as required, and management of credit activities.

Essential Functions
Provides management of complex treasury relationships, ensuring compliance with applicable regulations

Provides financial analysis and reporting support at the company, department, and project levels.

Participates in strategic planning regarding achievement of company objectives.

Performs various cash flow analyses and prepares pro forma statements.

Researches various financial issues, assesses impact to financial statements, evaluates options and makes recommendations as appropriate.

Assists in compliance monitoring and development of risk management plan.

Monitors changes in financial environment and regulations; assists in implementation of related compliance strategies.

Conducts benchmarking activities and monitors industry best practices; makes recommendations and assists in implementation of related process and system changes.

Establishes and enforces strong internal controls.

Directs payroll activities to ensure timely and accurate processing of payroll related transactions, including tax, leave, benefits payments, fringe benefit pool reconciliation to the GL, reconciliation and issuance of W-2s.
Directs all aspects of cash management and banking, including establishing and maintaining bank accounts appropriate to support operations, bank reconciliations, daily deposits, cash receipts and disbursements, reconciliations to the GL.

Conceptualizes cost and revenue streams to prepare cash flow projections and project impact of financial decisions on cash flow.

Manages credit activities, to include establishing, renewing and amending lines of credit, evaluation of capital and financing options, capital expenditure ROI analysis, merchant card services and procurement card services.

With professional investment managers, manages investments and monitors performance in accordance with the approved Investment Policy Statement.

Provides support for net working capital projections, in coordination with CFO and including affiliate operations.

Develop policies for vendor and customer financing, evaluate and make recommendations on payment terms.

Ensures compliance with debt covenants and reporting requirements, manages of lines of credit.

Monitor many various types of contracts, i.e., level of effort, cost reimbursement-type contracts (CPFF, CPAF, etc.), time and materials (T&M), indefinite delivery/indefinite quantity (ID/IQ), firm fixed price (FFP), grants, cooperative agreements, and Joint Funding Agreements (JFA) negotiated under other transactions.

Direct all aspects of tax compliance activities for the organization and its affiliates.

Manage all aspects of corporate liability insurance policies and coverages.

Must be able to access areas that contain sensitive personnel and financial data.

Ability to build trust and maintain confidentiality of sensitive personal information.

Oversees the hiring, training, development and management of treasury management staff resources.

Qualifications:

MBA/M.S. with six years of experience or B.S. degree with ten years of experience or equivalent combination of education and experience.

Five or more years' experience managing accounting functions in a medium or large size company, including some aspects of payroll, banking, insurance and investment management.

Proficiency with computers and computer software, including accounting applications.

Prior experience overseeing internal and external audits.

Proven experience as a supervisor of a team.

Experience implementing and maintaining integrated accounting systems.

Ability to communicate clearly, in verbal and written forms, formally and informally at all levels within the organization.

Ability to identify, address and resolve complex issues in a professional manner.

Proven skills in teamwork and individual responsibility to accomplish goals.

Expertise with MS Office and proprietary software: CostPoint.

Strong leadership and interpersonal skills.

Must successfully pass a background check to access sensitive personnel information and to access secure holding areas that contain sensitive data.

Must continue to remain suitable for access to sensitive personnel information.

Strong organizational skills.
