The Texas General Land Office is seeking an Accountant VII (Accountant VII) within the Financial Management Department of the agency.
The (Accountant VII) performs highly advanced and/or managerial (senior-level) accounting work. Work involves preparing and/or overseeing the preparation of financial analyses and reports; establishing, maintaining, and/or overseeing accounting systems, procedures, and controls; and preparing and/or overseeing the preparation of agency budgets. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

What Your Contributions to the GLO Will be:
Coordinates the financial aspects of agency grant awards and agreements, including:
o Recordkeeping of grant application, documents, grant awards, and associated documentation;
o Monitoring federal grant revenue and expenditures to ensure compliance with state and federal regulations;
o Assist in compilation of draw documents provided by Agency program areas; and
o Assist in the preparation of the Indirect Cost Rate documentation.
Reviews and/or assists in the preparation and submission of federal reports, projections, and reconciliations, including (but not limited to); SF 425 Reports, reports to the oversight agencies, revenue and expense projections for Financial Management Budget and various external parties; and any other administrative reports related to Agency federal grants. Also assist in audit coordination, both internal and external.
Assist with overseeing the classification, coding, reconciling, monitoring and posting of expenditure transfer vouchers (ETVs) related to the state and federal grant awards or related funding. Assist with the monitoring, review and periodic adjustment of encumbrance balances related to the federal grant contracts.
Assist with the implementation, management, and close-out of grants according to state and federal rules and regulations, including but not limited to Disaster (CDBG) grants, Coastal Division grants, Texas State Veterans Homes and Veterans Cemeteries grants.
Assists Federal Finance & Grant Management Leadership with maintaining overall quality control over the financial transactions related to federal grants, including ensuring proper documentation, development of Standard Operating and Work Procedures, and maintaining existing procedures.
Serve as grant coordinator for the agency and a backup to multiple functions on the Federal Finance & Grant Management team, which includes but not limited to, providing technical guidance to CDBG Accounting, other divisions, and departments, including cross training staff.
Qualifications:
Minimum Qualifications:
Ten (10) or more years of full-time progressive experience participating in either governmental, financial, programmatic, organizational, performance, policy, and/or compliance reviews or audits.
Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is generally preferred. Education and experience may be substituted for one another
Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
Preferred Qualifications:
Seven (7) combined years of full-time experience with Texas statewide accounting/budgetary systems: Uniform Statewide Accounting Systems (USAS) and Centralized Accounting and Payroll/Personnel System (CAPPS) performing one or a combination of any of the following: general financial/accounting functions, financial reporting, budgeting, auditing, reconciliations, or financial statement audit duties.
Two (2) or more years involved with compliance, auditing, and/or monitoring of federal or state grants.
Experience with CAPPS, USAS, SIRS Reports, Comptroller Fiscal Policies and Procedures, Federal Funds management, Texas legislative process, researching and analyzing state statutes, and/or the GAA.
Experience with developing training resources and communicating with state executives and government officials.
Preferred license/certification: Accredited Financial Examiner (AFE), Certified Fraud Examiner (CFE), Certified Financial Examiner (CFE), Certified Government Financial Manager (CGFM), or Certified Public Accountant (CPA).
