ABOUT THIS POSITION
The Planning & Development Department (PDD) guides the physical development of the city by preserving our historic sites, planning what can be built where, and ensuring safe construction of buildings and infrastructure. A host of advisory and governing bodies of residents as well as elected officials provide oversight as the city grows and needs arise. The process is governed through development and enforcement of city codes and ordinances.
The Planning and Development Department is looking to fill vacancies for a Residential Plans Examiner II (Construction Permit Specialist II) in their Plan Review section. The Residential Plans Examiner II reviews residential plans for compliance with the 2018 International Residential Codes (IRC). Plan reviews include architectural and structural design, plumbing, mechanical, and electrical plans, composing corrective notes, subsequent reviews of corrected plans, and issuing permits for the proposed work at the Planning and Development Department Customer service counter.
This position works in a fast-paced environment assisting the public in person with over-the-counter requests, via e-mail or telephone answering questions and providing information regarding the plan review process and permitting. Residential Plans Examiner IIs perform extensive research involving properties by utilizing existing files and a variety of other research resources to obtain information prior to issuing a permit, and are able to compose written documents using professionalism, proper sentence structure, punctuation, and grammar.
Opportunity to Underfill at the Residential Plans Examiner I (Construction Permit Specialist I) level
Individuals that do not meet the minimum requirements below for the Residential Plans Examiner II (Construction Permit Specialist II) may qualify for the opportunity to Underfill at the Residential Plans Examiner I (Construction Permit Specialist I) level. The Residential Plans Examiner I perform minor residential reviews for compliance with the 2018 International Residential Codes (IRC). A Residential Plans Examiner I also perform subsequent reviews of corrected plans, and assists customers at the Planning and Development Department Customer service counter.

Pay Range: $31.82 to $49.36 per hour.
Hiring Range: $31.82 to $36.84 per hour.
Residential Plans Examiner I (Construction Permit Specialist I
Pay Range: $27.49 to $47.01 per hour.
Hiring Range: $27.49 to $30.31 per hour.

- The ability to perform extensive research involving properties by utilizing existing files and a variety of other research resources to obtain information prior to issuing a permit.
- The ability to compose written documents using professionalism, proper sentence structure, punctuation, and grammar.
- Be willing to work in a fast-paced environment assisting the public in person with over-the-counter requests, via e-mail or telephone answering questions and providing information regarding the plan review process and permitting.
- Knowledge of relevant construction codes.
- Possess strong computer skills with a working knowledge of all Microsoft applications.
- The ability to read and interpret building construction plans.
SALARY

Pay Range: $31.82 to $49.36 per hour.
Hiring Range: $31.82 to $36.84 per hour.

Pay Range: $27.49 to $47.01 per hour.

MINIMUM QUALIFICATIONS
Construction Permit Specialist II
- Two years of experience reviewing plans, schedules, and other data to ensure proposed construction conforms with building, plumbing, mechanical, and electrical codes, zoning ordinance, and related regulations and directives.
- Two years at the level of Construction Permit Specialist I.
- By end of probation, must obtain the following two certifications:
- ICC Residential Plans Examiner
- ICC Residential Energy Inspector/Plans Examiner
- Other combinations of experience and education that meet the minimum requirements may be substituted

- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

- Three years' experience in construction or as a building construction inspector; or three years performing minor plan reviews (gas lines, plot plans);or certification by a model code agency as an Inspector or Plan Reviewer
- By end of probation, must obtain the following one certification:
- ICC Residential Plans Examiner
- Other combinations of experience and education that meet the minimum requirements may be substituted.

- Experience in professional construction or design.
- Experience with electronic plan review.
- Three years of customer service experience in either a Construction Environment or at a Development Counter.
- Three years of permit issuance, preferably within a Development Services Department environment.
