Job Overview

Estimator Responsibilities:

The Construction Estimator (Estimator) is responsible for the timely, efficient, cost estimate preparation for various types of construction projects assigned to the organization using constructions plans, blueprints, pricing software, and other associated pricing indexes and materials. This individual provides administrative support and partners with all project principals to ensure the accurate oversight of cost expenditures as they relate to cost proposals, bid specifications, change orders, and budget tracking. When estimating is slow, this role also requires the estimator to act as a Project Manager as well. This includes overseeing and running projects throughout the course that is required.

Project Manager Responsibilities:

The Assistant Project Manager assists the Program Manager in the daily operations of the construction department, provides managerial oversight of the project to plan, direct, coordinate and/or budget activities. The incumbent will also act as the primary liaison with customer Project Managers (PM), participating in the conceptual development of a construction project and oversee its organization, scheduling, and implementation.

This position will manage all facets of the construction process to maintain cost compliance, proper allocation of resources, production methods and project oversight to meet project objectives. The Construction Manager will review project documentation to ensure compliance with local, state and federal codes/regulations. This position will institute management techniques to monitor/control construction activities to reduce risk, complete the project/s on time and meet budget constraints from project start-up through close out.

Salary Range: $110k - $120k

Responsibilities

Essential Duties and Job Functions:
  • Estimates a wide variety of construction projects and sizes from walkouts, drawing take-offs, specifications, SME input, written customer direction, and corporate knowledge.
  • Utilizes a wide variety of software programs to complete work activities and assignments. These include but are not limited to estimating software, on screen takeoff software, spreadsheets, vendor specific software, unit price book software, scheduling software, construction management software, and/or custom databases.
  • Assist with development and maintains proposal schedules including work activities, critical path items, deliveries, long lead procurements, major milestones and other project related items.
  • Obtains timely quotes and estimates for material, labor, and services to develop cost proposals.
  • Assists procurement with construction subcontracting efforts. Develops activity durations, evaluates proposals, recommends adjustments, engages in vendor follow-up, analyzes scopes of work and prepares independent cost estimate comparison.
  • Oversee and Manager Construction Projects as a Manager and Fulfill all of the responsibilities of a Project Manager.
  • Analyzes, negotiates, and verifies subcontractor quotes for accuracy and best value.
  • Develops and tracks all project change order cost and schedule proposals.
  • Facilitates and assists the construction team in resolving project related cost and scheduling issues.
  • Prepares reports, presentations and replies to inquires using a variety of sources.
  • Plans and organizes work to meet all deadlines. Able to perform a variety of tasks in a single day.
  • Supports other department staff as needed or directed.
  • Operates customer and company vehicles and/or equipment in a safe manner.
  • Adheres to the established company safety and personnel policies and standard procedures.
  • Performs other duties as assigned.
  • Acts as primary contact to the Government Project Manager assigned to the construction project.
  • Develop budgets aligned with cost model/corporate expectations with the ability to perform financial analysis, forecasting and reporting.
  • Creates Independent Cost Estimates for unique trades to satisfy procurement requirements.
  • Plans, organizes, coordinates, directs and controls all construction activities for assigned projects in a manner such that there is minimal interruption to the customer's operation/employees to meet or exceed industry quality workmanship standards.
  • Ability to implement principles and processes for providing customer and personal services. This includes customer needs assessment, quality standards for services and evaluation of customer satisfaction
  • Reviews plans, specifications, drawings and cost estimates to identify and correct any errors, omissions, code violations or potential project inadequacies for review/correction.
  • Ensures company compliance with terms of the contract. Promptly resolves customer concerns and compliance issues and notifies Manager of concerns.
  • Provide support to and works with all contract Environmental, Safety, Health and Quality team members. Proactively pursues quality control opportunities for high profile and large projects.
  • Continually reviews project status with customer, subcontractors, and suppliers to resolve any problems regarding safety, design, quality, scheduling, profitability, or other related issues.
  • Conducts project site visits and develops detailed project notes reflecting necessary project performance requirements.
  • Diligently prioritizes projects based on customer needs and changing conditions.
  • Develops scope of work and scheduling documents for construction projects in accordance with customer requirements, pre-bid walkouts, and specifications.
  • Actively works with subcontractors to ensure adherence to project schedule by reviewing resources, material/equipment lead times and other applicable project constraints.
  • Tracks delivery order projects using available scheduling software as well as creates and maintains baseline schedules and performs critical path analyses to identify stop gaps and project challenges.
  • Calculates project completion percentages and reports incrementally as defined and at final completion.
  • Negotiates subcontract pricing with potential subcontractor during the bidding phase and on all change orders.
  • Fully responsible for turnkey construction project and activity compliance including but not limited to security, quality, safety, environmental, workmanship, schedules, costs, customer correspondence, materials procurement, access, staging, temporary utilities, submittals, RFIs, and change orders. Perform routine field inspections to ensure compliance. Facilitates project punch out activities throughout the duration of the project.
  • Regularly attends weekly project status meetings with Chugach and subcontractor personnel. Prepared to report on project projections, project constraints and data requirements for project tracking purposes.
  • Generates receiving reports and collects project closeout documents such as red line drawings, signed completed punch lists, release of claims, asset information, and warranties.
  • Completes subcontractor performance evaluations.
  • Performs other duties as assigned in support of the construction department.

Job Requirements

Mandatory:
  • A Bachelor's degree in engineering, construction management or related field with two (10) years of experience, five (15) years of experience without a degree, estimating a variety of construction/renovation projects.
  • Demonstrated ability using various estimating, scheduling, and cost software programs.
  • Ten (10) years of direct experience managing construction projects/activities to include oversight of construction resources construction personnel, monitoring/controlling cost and providing professional customer support.
  • Strong work knowledge and experience scheduling activities for projects using MS Project Software.
  • Strong working knowledge of creating/implementing managerial techniques to trend and report project status/progress.
  • Good understanding of Government construction contracting.
  • Sound working knowledge of Federal, State and local construction safety and environmental regulations.
  • Willingness to learn and ability to use business specific software programs as needed.
  • High attention to detail and demonstrated organizational, time management, critical thinking and interpersonal skills when performing complex tasks.
  • Proficient in Microsoft office applications (Word, Excel, Outlook).
  • Ability to operate all office equipment including but not limited to: telephones, copy machines, printers, and computers.
  • Mature judgment and ability to work with minimal supervision.
  • U.S. Citizenship.
  • Ability to travel out of state/ country to a maximum of 25%.
  • Valid passport.
  • Ability to pass pre-hire background and drug screen.
  • Ability to obtain and maintain customer specified security clearance.
  • Valid state driver's license with an acceptable driving record.
  • Ability to lift 50 pounds.
