CFS is seeking a Contracts Manager.

Job Description

The Contracts Manager role plays a critical role in managing all aspects of contracts and agreements, ensuring compliance with legal requirements, and mitigating risks with contractors and sub-contractors assigned to them by the director. The successful manager must effectively collaborate with cross-functional teams, lead negotiations, and contribute to the overall success of the organization, ensuring legal compliance.

Responsibilities:
  • Manage and continually oversee the entire lifecycle of contracts, from initiation to closeout, ensuring compliance with company policies and legal requirements.
  • Review, draft, and negotiate a variety of contract related documents, including but not limited to Nondisclosure agreements, teaming agreements, master service agreements, riders, vendor agreements, subcontracts, and client contracts.
  • Oversee contract administration functions, including working close with sales, program, legal, and business teams on effective contract management.
  • Manage a variety of contract types, including FFP, T&M, Labor hour, GSA schedules, IDIQs, BPA agreements and task orders, OTAs, Master Service Agreements, and Cooperative Agreements, ensuring adherence to regulatory requirements and contract terms and conditions.
  • Collaborate with Finance and GSA consultants to manage GSA schedule compliance, maintenance, updates and reviews.
  • Ensure that all awards and modifications are entered in Costpoint.
  • Identify and assess potential risks associated with contracts and propose mitigation strategies.
  • Collaborate with legal counsel to address legal issues and ensure contract terms are in compliance with applicable laws and regulations.
  • Conduct organizational conflict of interest monitoring and related disclosures, coordinate with internal stakeholders to identify correct vertical contract assignment, potential OCI and recommend mitigation strategies.
  • Work with Director and actively lead contract negotiations with clients, vendors, and subcontractors to achieve favorable terms and conditions.
  • Work closely with internal stakeholders, including sales, project management, and finance teams, to facilitate effective communication and understanding of contractual obligations.
  • Conduct market research on various contract platforms such as USSpending, FPDS, SAM.gov, GSA eBuy to support business development, proposal and contract award and maintenance activities.
  • Monitor and enforce compliance with contract terms and conditions.
  • Develop and implement contract management best practices to enhance efficiency and effectiveness.
  • Oversight and management for the Convergint's GSA Schedule and SAM.gov registrations.
  • Maintain accurate and organized contract records, including approvals, correspondence, and changes.
  • Generate regular reports on contract status, highlighting key milestones and potential issues.
  • Coordinate with Stakeholders to manage Small Business Subcontract Plan, Service Contract Labor Standards (SCLC) reporting, review and submit Reps and Certs, etc.
  • Support data collection, analysis, and submission of registration and report data in SAM, GSA Advantage, CPARS, PIEE, WAWF, Deltek, and other contract related systems as required.
  • Support Finance, Accounting, and legal by providing contract related information in support of various audits, inspection, investigation, and legal requests.
  • Other duties assigned within reason of current role previously specified.


Qualifications
  • Bachelor's degree in Business Administration, Law, or related field. Advanced degree or relevant certifications (e.g., CPCM, CFCM) is a plus.
  • At least 5 years with proven experience as a Contracts Manager in a technology or government contracting environment.
  • Knowledge of and experience complying with Federal (FAR, DFARS GSA and associated supplements), State, and Local Government contracting rules, regulations and contract-specific requirements.
  • Strong analytical and research skills with basic understanding of legal and regulatory requirements related to contracts.
  • Excellent negotiation and communication skills and work collaboratively with others.
  • Detail-oriented with the ability to manage multiple contracts simultaneously.
  • Proficient in contract management software and Microsoft Office Suite.

  • Functional knowledge of Deltek Costpoint.

Additional Information

Salary Range: $125K-$160K
