Maine Revenue Services is seeking candidates for Director Quality Assurance. This position is responsible for oversight of the operational function of the agency, including mail and revenue processing, the agency's taxpayer call center, and the agency's technology and tax systems.
POSITION DESCRIPTION:
The Division Director is responsible for providing administrative oversight, including planning, developing, directing, and providing overall leadership for the activities of the Division. The successful candidate will be a highly organized self-starter with excellent written and verbal communication skills and a demonstrated ability to direct large teams. The successful candidate will also have knowledge of high volume mail and revenue processing.

The Division Director is responsible for providing administrative oversight, including planning, developing, directing, and providing overall leadership for the activities of the Division. The successful candidate will also have knowledge of high volume mail and revenue processing.
REPRESENTATIVE TASKS:
- Plans, develops, evaluates, and directs highly specialized tax functions, and agency operational programs by delegating to managers with significant levels of authority in order to establish goals and objectives of the division and agency are met.
- Develops, evaluates and ensures adherence to policies and procedures of tax programs, including approval, tracking data collection, reporting and program review and assessment to ensure efficient quality of services and compliance with applicable federal and state laws, policies, procedures and standards.
- Forecasts budget requirements and estimates revenue to be derived from tax systems to assist in state budget preparation.
- Issues RFP's, negotiates and awards contracts for goods and services and allocates state resources in accordance with agency goals.
- Serves as a manager of the MRS executive management team and collaborates in developing agency-wide policies, procedures, standards and protocols to develop efficient, secure, integrated programs and service delivery systems that support attainment of agency goals
- Reviews and develops draft recommendations for new and revised laws, rules and regulations in order to ensure correctness and enforceability and assists the Governor's office in crafting legislative proposals that effectuate desired goals.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of state tax laws, rules, policies and procedures.
- Knowledge of the principles and practices of tax administration.
- Knowledge of accounting and account examination principles and practices.
- Knowledge of electronic taxation reporting systems.
- Knowledge of the legislative process.
- Knowledge of personnel management, supervisory principles, methods and techniques, human resource policies and practices.
- Knowledge of Maine Civil Services and applicable collective bargaining agreements.
- Ability to plan, develop and direct the activities of an administrative unit.
- Ability to establish and maintain communications with a variety of including internal and external stakeholders, including IRS officials, contractual entities, Legislative representatives and their staff, and members of Commission staff.
- Ability to manage multiple divisional work units and large complex projects simultaneously.
- Ability to navigate MERITS and other MRS data systems.
- Ability to exercise discretion and make sound decisions.
MINIMUM QUALIFICATIONS
- A bachelor's degree from an accredited educational institution and a minimum of five (5) years professional work experience in a senior management position with a focus on high volume mail and revenue processing, and state tax systems.
