Job Summary

The Executive Director of Finance will be responsible for the fiscal oversight of schools authorized by the Florida Charter Institute (FCI). This position works with the Florida Department of Education, Miami Dade College [MDC]'s finance department, authorized schools and the FCI to lead the development, management and reporting requirements associated with FCI's budget. The position also establishes policies and protocols for the review of charter quarterly, annual and audited budgets, identifying concerns, recommending resources, corrective action or probation, and creating board level and public reports on the fiscal health of authorized schools.

This is a temporary grant funded position through June 30 year 2026 contingent upon grantor funding and grant extensions.

This grant position will be eligible for participation in the Florida Retirement System (FRS) after 6 consecutive months of continuous employment.

Duties & Responsibilities
  • Collaborates with Miami Dade College and the Florida Department of Education to develop financial pathways, protocols, and reporting requirements of a Local Education Agency sponsoring charter schools in the state of Florida.
  • Develops processes and financial reporting requirements for schools authorized by the Florida Charter Institute (FCI).
  • Reviews and analyzes financial reports submitted by FCI authorized charter schools to identify potential concerns and ensure compliance with financial standards and best practices.
  • Works with the schools to develop plans to correct issues if concerns are indicated within the financial reports submitted by authorized schools.
  • Serves as the FCI point of contact in the development and approval of a corrective action plan required by a school authorized by the FCI, as well as including any necessary parties as indicated in Florida Statute.
  • Provides assistance necessary to schools authorized by FCI in the development and submission of their annual charter school budgets.
  • Reviews annual budgets and provides any necessary feedback or questions to schools authorized by the FCI.
  • Accepts and reviews annual audits of each school authorized by the FCI.
  • Reviews charter application budgets to ensure alignment with the charter applications and that they provide an adequate financial position for the operation of the charter school if approved.
  • Develops financial resources, documents, calculators and resources for charter schools and authorizers to use.
  • Provides training on best practices concerning fiscal oversight, budgeting, and accounting processes to schools throughout the state of Florida.
  • Collects and analyzes data to research the allocation of public funds, ensuring the consistent and high-quality delivery of education for students attending MDC authorized charter schools.
  • Develops financial reporting template to be used to provide reports to FCI leadership, the advisory board regarding the financial status, and health of the schools authorized by the FCI.
  • Reviews funding requests from schools prior to distributing funds to ensure alignment with relevant budget requirements (i.e. federal funds budgets).
  • Develops and implements effective processes to monitor the redistribution of state and federal funds to charter schools authorized by the FCI.
  • Performs other duties as assigned.
Minimum Requirements
  • Master's degree from a regionally accredited institution with six (6) years of experience in financial analysis; or Bachelor's degree from a regionally accredited institution and ten (10) years of related experience.
  • Demonstrated understanding of the accounting processes outlined in the Financial & Program Cost Accounting & Reporting for Florida Schools ("Red Book").
  • Knowledge and understanding of College organization, goals and objectives, and policies and procedures.
  • Advanced knowledge of financial analysis, accounting principles, and budgeting.
  • Comprehensive understanding of charter school systems and their financial operations.
  • Knowledge of local, state, and federal funding streams and regulations regarding school finance.
  • Understanding of risk management and internal controls.
  • Strong analytical skills, including the ability to analyze complex financial data and provide insights.
  • Advanced Excel skills and proficiency in other MS Office applications.
  • Exceptional report-writing skills and ability to present complex financial information in an understandable manner.
  • Excellent problem-solving skills and the ability to make sound decisions based on data.
  • Ability to communicate effectively, both orally and in writing, with various stakeholders including non-financial personnel.
  • Ability to successfully manage multiple projects, people, and deadlines concurrently.
  • Ability to work independently and as part of a team, showing initiative and proactiveness.
  • Ability to work well in a multi-ethnic and multi-cultural environment with students, faculty and staff.
