Job duties:
  • The Assistant Director of Financial Services directs and manages the Child Support Services Division's Finance and Enforcement Operations. Supervises deployment of the statewide Child Support Services Division, State Disbursement Unit (SDU) and all required interfaces. Incumbent will work with the Agency Chief Financial Officer (CFO)or their designee to ensure all accounting transactions and related reporting is accurately accounted for in the State's accounting system.

  • Leads the operation within the CSSD's Finance Accounting System. This includes support of the Child Support Services Division (PACSS) and State Disbursement Unit (SDU) and ensuring both systems continue to operate efficiently and effectively.

  • Directs and develops Finance & Enforcement Operations (FEO) in providing program and fiscal policies in accordance with Federal and State laws and regulations and generally accepted accounting standards. Works with the Agency CFO or their designee as needed on fiscal policies and accounting standards. Responsible for directing the processing of child support collections of over $400 million annually.

  • Manages and supervises all aspects of major enforcement programs and processes for the CSSD including, but not limited to, the Federal and State Tax Offset Programs, Unemployment Benefits Intercept (UBI), Lottery Intercept, Passport Denial, Consumer Reporting, New Hire Reporting, and License Revocation.

  • Coordinates program activities with other Agency Divisions, Child Support Enforcement Branches, Clerks of Court, and other governmental entities. Coordinates fiscal activities with the Agency CFO or their designee.

  • Directs the processing and resolution of client inquiries regarding collection and disbursement of Child Support funds. Directs the overall administration of Finance & Enforcement Operations (FEO). This includes managing personnel assignments, development and monitoring of budgets, purchases, and manual check processing.

  • Provides information needed in support of internal and external audits of CSSD programs and/or functions.

  • Supervises the preparation and submission of all federally mandated fiscal reports for the Child Support Services Division (CSSD). Coordinates with the Agency's Grants Accounting Department to ensure cross-functional collaboration of federal reporting.

  • Will be required to perform Red Cross shelter/emergency response duties as directed.

Minimum and Additional Requirements

A Bachelor's Degree in Accounting, Finance, or Business with accounting courses and at least six (6) years of professional experience in a related area such as accounting, auditing, or finance. At least three (3) years must be in a supervisory role.
