The Department of Medical Assistance Services (DMAS) is excited to offer a competitive hourly opportunity to serve as the HCD Assistant Division Director. The selected competitive candidate will provide exceptional delivery of services to the agency's Human Capital Development Unit.

The Department of Medical Assistance Services (DMAS) is excited to announce a competitive opportunity to a current Commonwealth of Virginia (COV) state employee (classified or wage) to serve as the HCD Assistant Division Director.
This position serves as the Human Capital and Development Assistant Division Director.
The Human Capital and Development (HCD) Assistant Division Director collaboratively supports the Division Director with developing and
implementing strategic initiatives, fostering a positive and productive work environment, managing the HCD Division, and serving as the designee in their absence.
This role oversees key business units, including Benefits, Classification and Compensation, Operations, and Talent Acquisition.
The Assistant Division Director contributes to budget preparation, policy development & oversight, and employee performance management and ensures legal compliance.
Collaborating with the HCD Division Director, this position evaluates and resolves complex issues, prepares and interprets statistical reports, and partners with senior stakeholders to define division values, mission, and goals.
The incumbent identifies opportunities to streamline processes, improve efficiencies, and enhance policies.
Additionally, this role ensures that divisional goals align with agency objectives, builds strategic partnerships across the organization,
and supports effective communication with employees.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Considerable knowledge and experience in human resource operations (including Benefits, Classification & Compensation, Policy/Compliance, and Talent Acquisition).
Considerable knowledge of HRIS (i.e., Cardinal), Applicant Tracking (i.e., PageUp), VNav and/or VRS, or similar systems.
Extensive knowledge and experience in program development, strategic planning, and project management, particularly within human resources settings, to improve operational efficiency.
Extensive knowledge and experience in job analysis/evaluation techniques, employee recognition and performance, and budget preparation.
Considerable knowledge and experience with software programs, including using Microsoft Word, Excel, and Access to support reporting and decision-making processes.
Experience in interpretation and application of federal, state laws/regulations.
Experience in meeting deadlines.
Experience with internal/external stakeholders.
Considerable knowledge and experience supervising, coaching, and developing staff to meet organizational and individual performance goals.
Additional Considerations

Experience in a state government Human Resources.
Certification through the Society for Human Resources Management.
