LAND USE PLANNING MANAGER
(Development Services Administrator)

The open eligible list established through this recruitment will be used to fill current and future Development Services Administrators within John Wayne Airport or the County of Orange. This recruitment may also be used to fill positions in similar and/or lower classifications.

DIRECTOR'S OFFICEThe Airport Director's Office provides executive leadership for John Wayne Airport. The Director's Office is also home to several units that support the Airport and/or have an Airport-wide impact. In addition to planning, these additional units include Organizational Strategy, Environmental, Quality Assurance and Compliance, and Insurance. The Director's Office also has dotted line oversight of the JWA County Counsel, Human Resource Services and the OCPW Capital Improvement Plan Project Teams.
THE OPPORTUNITY
The successful candidate will work under the general direction of the Airport Planning Manager/Executive Officer of the Airport Land Use Commission (ALUC). This position provides staff support on a variety of Planning-related assignments for the Airport Land Use Commission (ALUC) for Orange County and JWA Land Use Planning.

Responsibilities and duties to be performed include but are not limited to the following:
  • Review and analyze land use projects in areas surrounding Orange County airports (JWA, Fullerton Municipal, and Joint Forces Training Base, Los Alamitos) for compatibility with the airport plans
  • Under the direction of ALUC Executive Officer, write staff reports and present findings at monthly ALUC meetings
  • Assist with implementation and tracking of Mitigation Measures included in JWA Environmental Impact Reports (EIRs)
  • Assist ALUC Executive Officer in overseeing preparation and distribution of agenda, staff reports, and minutes
  • Coordinate with other JWA staff and consultants for California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) review for airport projects
DESIRABLE CORE COMPETENCIES
The ideal candidate will possess four (4) years of planning experience, including the preparation of staff reports evaluating development proposals in relation to General Plans and Zoning Codes.

A Bachelor's degree in urban planning, engineering, architecture, building construction, or related field of study may substitute for one (1) year of the required experience
A Master's degree in urban planning, engineering, architecture, building construction, or related field of study may substitute for two (2) years of the required experience

Although not required, a master's degree in planning, geography, public administration, and work experience in an airport environment is highly desirable.

The ideal candidate should possess experience in the following core competencies:

  • Knowledge of federal, state, and local laws, policies, regulations and issues that pertain to Planning
  • Ability to conduct complex research and analysis for land use proposals
  • Proficiency in the use of basic technology including Microsoft Office

  • Ability to tackle difficult challenges relating to land use issues that may impact the airports and surrounding cities
  • Experience in coordinating with other staff who may or may not be direct reports, including outside contractors

LICENSE REQUIRED
The successful candidate must possess, obtain, and maintain the following licenses:
  • Valid California Driver's License, Class C or higher, by date of appointment
  • Valid Airport Access Badge with an Airport Driving Endorsement within ten (10) days of employment.

AIRPORT ACCESS REQUIREMENTS
The successful candidate must clear a background check which includes a Criminal History Records Check (CHRC), Transportation Security Administration (TSA), and Security Threat Assessment (STA). Airport Access Badge must be maintained and renewed every two (2) years.
