Why does the job exist?

The Administrative Operations Manager II / County Director will:
  • Administer resources, operational activities and supervises staff to ensure delivery of products and services to citizens, customers and clients;
  • Determine objective resource needs and allocate them within financial parameters set at the secondary policy level;
  • Manage the organizational section / unit representing a considerable part of the department's total operation.


How does it get done?

The Administrative Operations Manager II / County Director is responsible for:
  • Providing effective office administration and management within Income Support Division (ISD) to ensure that performance and service is consistent with department's mission and goals;
  • Leading a team in providing timely, accurate customer service in accordance with federal and state regulations.


Who are the customers?

  • Health Care Authority (HCA) Staff;
  • Income Support Division (ISD) Staff;
  • Contractors;
  • Public Customers.


Ideal Candidate

The Ideal Candidate has experience:
  • Independently managing, planning, organizing, staffing, coordinating, reporting, budgeting and utilizing accepted management practices as well as the HCA Code of Conduct;
  • Effectively coaching & developing employees and providing timely and appropriate feedback;
  • Effectively collaborating and communicating with individuals inside and outside of the department;
  • And knowledge of operations within the Income Support field.


Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain valid driver's license.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
