Your Opportunity

We are growing and actively seeking a Contract Pricing Manager to support our US Federal program. The Federal Contracts Team (FCT) is responsible for ensuring compliance with the Federal Acquisition Regulation (FAR) and supporting various Federal pursuit, reporting, and audit requirements. As a member of the FCT, the Contract Pricing Manager works closely with other FCT members and with Stantec's Program Managers, Project Managers, and project staff.

The successful candidate will be assigned to multiple client programs during pursuit and capture in order to provide support for Federal pricing actions.

Your Key Responsibilities

• Develop and implement competitive and profitable pricing strategies in compliance with FAR, Cost Accounting Standards (CAS), and Truthful Cost and Pricing Data requirements, and internal policy.
• Identify and mitigate potential pricing risks.
• Coordinate and facilitate pricing reviews with stakeholders and leadership.
• Prepare and review pricing proposals and quotations in response to government solicitations, RFPs, RFQs, and teaming partner requests. Review solicitations to determine cost submittal requirements and collaborate with pursuit managers/project managers as well as teaming partners/subcontractors to meet submittal requirements.
• Conduct thorough cost analysis to accurately estimate the costs associated with fulfilling government contracts.
• Submit requests for pricing data to teaming partners/subcontractors; receive and review teaming partner/subcontractor pricing data.
• Develop labor rates for Federal proposals and contracts of all types - Firm Fixed Price (FFP), Time and Material (T&M), Cost Plus Fixed Fee (CPFF).
• Prepare cost narratives describing methodology used in rate development.
• Prepare price proposal submittals. Organize and compile backup documentation to support proposed labor rates. Prepare cohesive price proposal submittals, including subcontractor rates and backup documentation.
• Maintain MS Excel spreadsheets for tracking price proposals.
• Maintain and update MS Excel and MS Word templates used for price proposal responses.

Qualifications

Your Capabilities and Credentials

• Experience developing labor rates for Government contracts on Bids/Proposals/ RFPs for Government customers preferably Department of Defense (DoD) - Army, Navy, Air Force, etc. is required.
• Knowledge of Federal Government/DoD contracting.
• Knowledge of System for Award Management (SAM).
• Knowledge of Federal Acquisition Regulation (FAR).
• Knowledge of Federal Travel Regulations.
• Experience with Oracle preferred but not required.
• Experience with Adobe Acrobat and Microsoft Office Suite (Word, Excel, Outlook); advanced proficiency in MS Excel preferred.
• Excellent written and verbal communication skills; ability to read, analyze, and interpret Requests for Proposals (RFPs), Requests for Quotations (RFQs), and/or Government regulations; ability to write cost narrative; and ability to effectively present information in an organized and logical manner.
• Excellent problem-solving skills with exceptional attention to detail and the ability to recognize errors and make necessary corrections.
• Ability to appropriately handle sensitive information and maintain confidentiality when needed.
• Ability to work in a team environment.

Education and Experience

• Bachelor's degree in business, finance or related field is preferred; however relevant work experience will be considered.
• Five to Seven years of related experience in the administration of multidisciplinary US Federal agency contracts

Salary Range(s):

• NYC $113,300 Outside NYC $89,900 - NYC $169,800 Outside NYC $134,800 Min/Max Pay Range(s) for postings located in MN, NYC/NY
• $98,900 - $98,900 Min/Max Pay Range for postings located in CO, HI, MD and IL
• $106,100 - $159,100 Min/Max Pay Range for postings located in WA and DC
• SF Area $113,300 Other CA Areas $98,900 - SF Area Other CA Areas $148,300 Min/Max Pay Range for postings located in CA (SF Area includes SF, SJS & WLC)

The final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.
