General Statement of Duties

Assists in the administration of division activities within a large and complex department; does related work as required.

Essential Duties

Responsibilities include:
  • Evaluate tasks, processes and procedures within the Division to ensure they are current, and goals are being achieved.
  • Encourage and evaluate the career development of staff to ensure goals are being met and Master Governmental Deputy Treasurer (MGDT) certifications are achieved and maintained.
  • Evaluate the systems used in Treasury and work with IT and the contracted vendors to ensure all systems are current and meet the needs of the Division.
  • Assist in the development, monitoring and controlling the operation budget for the Division and monitor and approve spending and invoices for payment.
  • Assist in responding to internal and external audits of the Division and have a good understanding of the financial reporting requirements of the Treasury Division.
  • Respond to escalated and complex customer complaints, account issues or problems using knowledge of the systems, advanced analytical and excellent customer service skills.
  • Collaborate with Divisions within the Department of Finance, County agencies and contracted vendors to ensure effective performance.

Preferred qualifications include:
  • Considerable knowledge of the principles, theories, practices and procedures of the administration of a governmental Treasury department.
  • Considerable knowledge of the underlying laws and policies governing Treasury, including billing, operations, cashiering and delinquent account collections.
  • Considerable knowledge of the principles and practices of administration management.
  • Strong oral and written communication skills coupled with the ability to organize, plan and lead projects and prepare written and oral documentation.
  • Ability to perform difficult computations and make comprehensive recommendations to specific problems and effectively communicate the analysis to the public, staff, peers and executives.
  • Ability to prepare technical and informative reports coupled with the ability to prepare and present information to varied audiences.
  • Ability to plan, organize and direct work of Treasury operations staff, supervisors and managers.
  • Provide professional supervisory, technical knowledge and support employees' growth and development.
  • Ability to establish and maintain productive and effective working relationships with workgroup, divisions within the Department of Finance, other agencies, the business community, the general public and elected officials.
  • Ability to exercise sound judgement and maintain confidentiality.
  • Strong leadership skills, including initiating and managing change within Treasury workflows, policies and procedures.


Minimum Qualifications

Possession of a bachelor's degree in a field related to the assigned program area and three (3) years of program experience, one (1) of which must have been in a supervisory capacity; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Some positions may require possession of discipline-specific certification(s), or attainment of such certification(s) within one (1) year from date of employment.
