Position Overview

The Staff State Reporting Manager is responsible for leading the design and execution of the staff state reporting program across four states at IDEA Public Schools. The Manager is responsible for ensuring the accuracy and integrity of staff data elements within Tyler Munis ERP across all states in which IDEA operates. The manager will design, implement, and improve processes, systems, and internal reporting to ensure stakeholders are empowered to own state reporting data elements. The Staff State Reporting Manager will report to the Director of State Reporting.

Location: This is a full-time position with remote or in-person availability based in Texas, with some travel within Texas and other IDEA regions such as Florida and Ohio to be expected. Preference will be given to candidates who live in Austin, El Paso, Houston, Permian Basin (Midland/Odessa), Rio Grande Valley, San Antonio, and Tarrant County (Fort Worth), or who are willing to relocate.

What You'll Do - Accountabilities

Essential Duties:

Design and implement a reporting program to ensure 100% staff data accuracy and on-time submission as measured by all state reporting agencies
  • Collaborate with the Directors of State Reporting, Business Information Systems, and Employee Information Systems to design and update staff data structure to continually ease the burden of staff state reporting.
  • Lead the discovery of staff state reporting requirements across four states, and any proposed expansion, by reviewing state developed documentation, attending various meetings held by authorizers and state reporting professional groups, and partnership with our internal and external legal counsel.
  • Collaborate with stakeholders across the organization including but not limited to, Employee Information Systems, Human Resources, Payroll, and Financial Planning, to regularly review process, procedures, and tools for ensuring data integrity.
  • Develop, codify, and maintain documentation aligned to current state reporting regulations and requirements across all states in which IDEA operates.
  • Maintain and execute required data elements and submissions for PEIMS (TX), PEP (LA), MIS (FL) and EMIS (OH) reporting to include state identifiers, payroll records, staff responsibility records, and any other required staff information for state submission.
  • Serve as an in-house expert for the varied internal and external applications used to support state reporting including Tyler Munis, Frontline, Cornerstone, TSDS (TX), and DQ2 (FL), among others.
  • Responsible for producing and maintaining state staff unique identifiers for all states as needed.
  • Review and continuously improve internal and external reporting processes and procedures by identifying and addressing inefficiencies.
  • Prepare and submit required reports and data to the state and other relevant entities in a timely and accurate manner.
  • Create Data Imports of employee data from Various State Reporting Agencies such as Texas TEA, LDOE Teach Louisiana, FLDOE Education Certification & Coordinate with Ohio State Reporting agencies to complete EMIS State Reporting.
  • Respond to inquiries from internal and external partners, including authorizers, and resolve issues related to staff reporting in a professional and efficient manner.
  • Collaborate with the PEIMS Manager, Florida State Reporting Analyst, Ohio EMIS Reporting Vendor, Louisiana East Baton Rouge School System, Human Resources, Student Information Systems, Employee Information Systems, Business Information Systems, and Data Services departments to ensure the efficiency and effectiveness of the reporting process.


Drive 100% data integrity of state reportable staff information by developing comprehensive tools, improving process, and building visibility
  • Collaborate with Employee Information Systems Data Manager to develop and maintain Power BI dashboards for staff state reportable data, providing a visual representation of key data elements and trends.
  • Pursue automation of reporting and dashboarding to drive visibility around state compliance for staff reporting requirements.
  • Design and implement a comprehensive audit program to leverage random sampling and population level data to assess compliance and risk to the organization.
  • Collaborate with the Director of State Reporting and other department heads to understand their reporting needs and provide relevant and meaningful reports and data.
  • Responsible for the state reporting dashboards and ensures they are user-friendly and accessible to all stakeholders.
  • Continuously review and improve the dashboards, incorporating new data elements, features, and visualizations as necessary.


Develop, maintain, and review annually centralized documentation and project management tools to ensure business continuity
  • Manage the organization and implementation of projects related to staff reporting and ensure that all necessary documentation is centralized, organized, and accessible to stakeholders.
  • Invest cross-functional stakeholders in their partnership with the State Reporting department through the use of high-quality documentation and charters.
  • Create and maintain a centralized repository for all staff reporting documentation, including processes, procedures, guidelines, and forms.
  • Responsible for developing and implementing a project management plan for the staff reporting process, including timelines, deliverables, and responsibilities for respective states.
  • Monitor and track progress of the reporting process, providing regular updates and status reports to stakeholders.
  • Communicate and collaborate effectively with all stakeholders involved in the state reporting process, including the state reporting team, department heads, and the Director of State Reporting.


Excellent Customer Service
  • Communicate with school staff, leaders, administrators, and outside agencies to exchange information, coordinate activities, and resolve issues, concerns and questions regarding staff data and directives.
  • Build a culture of analytics and accountability, within Information Systems and across the district, to ensure campus, regional, and national staff are working smarter versus harder in identifying root causes behind gaps and meaningful interventions
  • Support information systems, campus, and regional leaders by conducting office hours and townhalls to field questions, listen to concerns, identify pain points in data processes, and ultimately drive necessary change to increase efficiency of data operations


What You Bring:

Required Experience:
  • Bachelor's degree in Information Systems, Computer Science, Business Administration, Human Resources or related field required.
  • 5+ years of experience in data management, reporting and analysis.
  • Strong knowledge of Tyler Munis, Power BI and other data analysis tools.


Knowledge and Skills:
  • Excellent communication and interpersonal skills.

  • Ability to analyze data, identify trends and provide insights.
  • Ability to manage multiple projects and prioritize tasks.
  • Knowledge of state reporting regulations and requirements.

Compensation & Benefits:

Salaries for people entering this role typically fall between $74,700 and $87,100, commensurate with relevant experience and qualifications and in alignment with internal equity. This role is also eligible for performance pay based on organizational performance and goal attainment.
