Under general direction, supervises, assigns, reviews, and participates in the work of crews engaged in Lakes and Open Space Unit activities and operations within the Utilities Division of the Public Works Department including maintenance and repair of all grounds facilities, interpretation, rental, and concession operations; supervises and participates in emergency medical responses, enforcement duties, and other related parks, lakes, and open space emergencies; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to assigned area of responsibility.
Key Responsibilities
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff and volunteers engaged in Lakes and Open Space Unit activities and operations; assists in planning, implementing, and administering a variety of recreational programs at Dixon Lake, Lake Wohlford, City parks, and open spaces, including picnicking, hiking, camping, fishing, boating, nature trails and programs.
Establishes schedules and methods for providing lakes and open space services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
Participates in the development of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; participates in the implementation of approved policies and procedures; monitors work activities to ensure compliance with established policies and procedures.
Participates in the selection of assigned staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
Participates in the preparation and administration of the assigned program budget; submits budget recommendations; monitors expenditures.
Maintains records concerning operations and programs; prepares reports on operations and activities; assists in drafting grant applications as necessary.
Performs the more technical and complex tasks of the work unit including coordinating and participating in the development and presentation of informational programs to campers, patrons of lakes facilities, and community groups.
Supervises and participates in dam and reservoir security patrols; identifies potential hazards and directs remedial action.
Supervises and participates in emergency medical responses and remote extractions; assists in coordinating responses with the City Fire Department or other agencies as necessary.
Assists in preparing reports, diagrams, and evidence for court presentations; assists in presenting or defending cases by producing court exhibits.
Collects and accounts for revenue from permit sales, State license sales, food sales, bait and tackle sales, entry fees, and gasoline sales.
Supervises and participates in booking camping, picnic, disabled persons cabin, and facility use reservations.
Assists in coordinating and overseeing various maintenance and construction projects and contracts; defines scope of work; obtains and reviews quotes; assists in preparing annual maintenance and other professional service agreements and contracts; ensures work is in compliance with specifications.
Assists in coordinating annual special events for assigned area; promotes events through displays, exhibits, and signs.
Conducts regular inspections of park, open space, and reservoir facilities; identifies problem areas and potential hazards and directs remedial action.
Supervises and participates in the enforcement of applicable rules, regulations, and laws at lakes and other City facilities.
Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for the maintenance, repair, and inspection of assigned public facilities and systems including minor electrical systems, boats, buildings, docks, piers, parks, picnic areas, campgrounds, automatic irrigation systems, tree trimming, mowing, fertilization, restrooms, roads, trails, parking areas, and playgrounds.
Assists in administering contracts including concessionaire contracts; monitors activities and ensures contractual obligations are met.
Assists in overseeing safety programs for assigned sections and work groups; assists with action planning for safety programs; responds to workers' compensation issues.
Coordinates assigned activities with those of other units, divisions, and outside agencies and organizations; assists in resolving sensitive and controversial issues.
Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.

Minimum Requirements
Education/Training:
Bachelor's Degree in parks and recreation management, parks administration, landscape architecture, conservation, forestry, horticulture, natural resource management, or related field.
Experience:
Four years (full-time equivalent) of responsible experience in parks, lakes, or open space maintenance and operations, including one year of lead supervisory responsibility.
May substitute the education requirement with an Associate's Degree in parks and recreation management, parks administration, landscape architecture, conservation, forestry, horticulture, natural resource management, or closely related field, with an additional two years (full-time equivalent) of responsible experience in parks, lakes, or open space maintenance and operations, including one year of lead supervisory responsibility.
License or Certificate:
Must have satisfactory completion of P.C. 832 training, and successful completion of advanced CPR/First-Aid Certification as provided by the Escondido Fire Department within the probationary period.
Possession of an appropriate, valid California driver's license.
