Job Duties
VDOT NOVA District is seeking a Senior Planning Manager to administer multi-modal transportation planning function for the district. You will provide management and oversight to MPOs, PDCs and localities for the metropolitan and rural transportation planning functions. Manage staff and coordinate with local and regional planning entities on planning activities. You will provide oversight, coordination, and support for related matters with the Central Office and local governments to enhance on-going communication and coordination for planning activities.
Responsibilities include but may not be limited to:
Coordination- Coordinate regional transportation planning with the MPO and regional transportation organizations. Coordinate mid and long-range transportation needs with various local, regional, state and federal organizations as well as project prioritizations processes and evaluations.
Policies and Procedures- Develop and implement procedures, processes and best practices. Recommend new initiatives to improve operations.
District Planning Activities- Oversight of district planning activities to include urban, rural and statewide programs. Manage, plan and coordinate activities. Provide technical assistance, guidance and leadership to district staff, local planning commissions, organizations and local governments. Support district's MPO and PDC urban and rural transportation planning programs through representation on Boards and Committees as VDOT's representative. Serve as liaison in planning matters involving internal and external customers.
Budget Development- Develop, maintain and monitor budgets for assigned program areas. Analyze, track and approve costs and ensure expenditures are within allocations. Work with others to research and resolve discrepancies.
Oversee Transportation Planning Studies- Develop, conduct, manage and participate in planning studies to include corridor studies, access management studies, crossover studies, interchange studies, etc. Review and administer RFPs, scope of work, contract and vouchers for annual State Transportation Planning Grants, On-call consultants and Rural Transportation Planning and Multi-modal grants.
Support District PIM section and Project Development- Coordinate planning efforts with land development, programming and project development activities. Provide recommendations based on highway needs assessments, long range plans and regional studies to be considered for inclusion in the programming process. Provide supporting project documentation such as history of need, traffic forecast, transportation impact, regional social and economic data, land use and local transportation planning efforts.
Communication- Build and maintain strong partnerships with stakeholders. Communicate with stakeholders to provide appropriate and authoritative information and receive feedback on transportation planning efforts and business goals. Participate in standing and ad hoc committees, groups or public forums in order to represent and achieve VDOT interests. Investigate and respond to concerns from VDOT internal and external customers.
Travel Demand Analysis- Lead the preparation of local and regional travel demands for specific milestone years. Use available data, reports and models to provide traffic forecasts, roundabout analysis and recommendations for scoping meetings, roadway design and environmental studies.
Land Development Reviews- Perform land development reviews for local jurisdictions to include rezoning, subdivision, site plan and record plat reviews to Residencies. Provide thorough reviews of traffic impact studies. Provide traffic projections, capacity analyses, etc., for design projects.
Program Management- Oversee and direct operations for assigned transportation planning program areas. Ensure programs are operating consistently and effectively across the organization, and in alignment with performance targets. Ensure operations are conducted in compliance with state and federal policies, procedures and regulations.
Communications- Respond to public inquiries by phone, e-mail, letter, etc. Attend public hearings for major studies and construction projects. Develop and make presentations to government and civic groups on transportation planning and land development.
Manage Resources and Business Functions- Manage resources and business functions effectively. Hire, develop and manage a diverse and high-performing workforce. Ensure workforce receives required training and development opportunities. Oversee fiscal programs in accordance with
Minimum Qualifications
Experience with metropolitan planning requirements and accepted transportation planning practices.
Ability to manage staff, programs and financial resources.
Proven ability to communicate effectively orally and in writing with diverse audiences.
Skill in the use of computers and software applications.
Proven ability to interpret, implement employer, state and federal policies, rules and regulations.
Demonstrated experience in project management techniques.
Experience applying federal and state mandated transportation planning requirements.
Ability to work with diverse groups, including technical staff, elected officials and citizens.
Additional Considerations
A combination of training, experience, or education in Transportation Planning, Urban Planning, Civil Engineering, or related field desired.
Experience in planning and land development reviews and program management experience.
Progressively responsible experience in transportation planning.
Progressively responsible supervisory experience.
Certified Planner with American Institute of Certified Planners.
