The Massachusetts League of Community Health Centers (League) was founded in 1972 as one of the country's first state Primary Care Associations (PCAs). Established under the same federal authorizing legislation as the health center program (Section 330 of the Public Health Service Act), PCAs are organized around a set of core functions and competencies that provide a framework for support and assistance to health centers and the communities they serve. The League is a non-profit 501(c)(3) organization registered as a public charity with the Commonwealth's Secretary of State. It maintains a professional staff at its headquarters in Boston and its training center in Worcester.

Position Summary:

The Vice President of Finance is responsible for managing the daily financial operations of the organization. They will develop and implement policies, procedures, systems, and plans in order to comply with generally accepted accounting principles (GAAP), as well as state and/or federal regulations, with input and review from other departments. They will ensure the smooth and proper functioning of the Finance Department.

Essential Functions: (The following is a list of essential functions, which may be subject to change at any time and without advance notice. Management may assign new duties, reassign existing duties, or eliminate a role. Responsibilities include but may not be limited to the following.)
  • Responsible for accounting/treasury functions (payroll, cash, accounts receivable, accounts payable, etc.)
  • Lead all software implementation/migration initiatives; assist with vendor selection, timeline/task preparation, data migration, test, verification, and go-live supervision.
  • Coordinate the preparation of the organization's annual operating budget.
  • Manage budgeting and forecasting processes.
  • Maintain effective accounting procedures and financial controls.
  • Oversee the fiscal activities of the organization, including all public and private contracts.
  • Oversee accounts payable and accounts receivable functions.
  • Prepare monthly financial statements.
  • Prepare fiscal data for year-end audit by an independent certified public accountant.
  • Coordinate with CFO to provide overall direction on fiscal policy to conform to industry standards and expectations.
  • Prepare financial reports for funding entities
  • Coordinate development and maintenance of financial database system.
  • Actively participate in agency-wide activities.
  • Ensure economic solvency and development, and report regularly on trends, problems, and potential solutions for major concerns.
  • Analyze all funding information and prepare summary information, as needed.
  • Track and analyze all Contract Revenue from various funding sources.
  • Oversee, supervise and/or prepare the financial aspect of all contract proposals and proposals to various funding sources.
  • Develop procedures, systems, and plans to comply with GAAP, State, and Federal Regulations with input and review of other departments.
  • Promote and support staff development, including training staff in other departments on financial systems as needed
  • Attend external meetings to represent the organization, as required.
  • Draft and present high-level financial reports, communications, and messages for internal and external partners, which includes reports to the Board of Directors
  • Supervise, evaluate, train, and meet weekly with the Controller, Senior Accountant, and staff accountant
  • Conduct monthly meetings with the CEO, COO, and the board of directors' finance committee to present monthly reports
  • Regularly apprise the senior leadership team of the organization's financial matters.
  • Meet with and assist program managers to understand the status of the funding for their activities, forecast over or underspending of a program, and guide them on any related issues.


Competencies/Skills:
  • Demonstrated proficiency with MS Office applications, especially Word, Excel, and PowerPoint
  • Demonstrated proficiency with accounting software, preferably Sage Intacct
  • Ability to communicate professionally, concisely, and effectively, both verbally and in writing
  • Demonstrated ability to appropriately handle and manage highly sensitive information and communication
  • Must have reliable transportation to get to other sites and meetings as needed
  • Superior written and verbal communication skills.
  • Detail-oriented with good judgment and project management skills.
  • Strong interpersonal skills; collaborate effectively with executive leadership, finance, and program staff as well as with key partners such as auditors, bankers, and funders.
  • Working knowledge of various accounting software products


Education/Experience:
  • Bachelor's degree or Master's degree in Finance, Business or Accounting. Certified Public Accountant (CPA) and/or MBA preferred
  • 10+ years of experience in financial management roles, experience in nonprofit finance positions involving the management of multimillion-dollar budgets.
  • Broad expertise in financial strategy, audits, compliance, budgeting, and management of finance staff.
