SUMMARY
The Project Controls Specialist will support the project controls effort for a large, complex light rail transit project (s). This position requires diverse knowledge of project controls, including change control, schedule control, and cost management.

Major Duties and Responsibilities:
  • Management of the project control system, including project set up, process development and ongoing reporting.
  • Coordination with Finance on all project financial aspects, including project funding, budget, development of project strings for new projects as needed.
  • Management of on-call contracts for miscellaneous task orders inclusive of POs, review of scope and fees, budget, and invoices.
  • Responsible for Department wide coordination of reporting to FTA on a quarterly basis.
  • Management of all capital POs, contract change orders, PSR request and project set up in e-Builder.
  • Coordination with ERP team related to CATS project controls requirements for Workday transition.
  • Support effective project management through analytical and problem-solving skills.
  • Review program master schedule reports submitted by the consultant, ensuring that they are current and accurate.
  • Review pay applications for accuracy and conformance with CATS and FTA requirements;
  • Track betterment agreements and payment/invoicing.
  • Analyze contract and contingency status.
  • Assist with the updating of management plans and procedures.
  • Track status of project deliverables and assist with project closeout.
  • Assist with completion of a before and after study and lessons learned report.
  • Assist with administration of the project control system, e-Builder, including help desk tickets, reports and processes, document management, and new user training.
  • Update and/or compile instructional guides for internal business processes.
  • Other duties as required.
  • As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP.


Knowledge, Skills and Abilities:
  • Demonstrated history of working on large-scale engineering and construction projects
  • Knowledge and experience in transit or transport industry


Minimum Qualifications:

Requires a 4-year degree in engineering, construction management, public administration or related field, and five (5) years of experience in project management or project controls, or related work experience, or an equivalent combination of education and experience.

CONDITIONS OF EMPLOYMENT
