PRIMARY PURPOSE
The Senior Credit Administrator is responsible for management oversight of the following: 1) the functions of consumer loan underwriting and commercial credit analysis 2) loan processing functions to include document preparation and loan on-boarding 3) loan review function. Along with these duties, this position will oversee and maintain all loan software systems that pertain to the origination, documentation, underwriting, and servicing of all loans within the Bank and will work with Information Systems to ensure integration of these systems to the Bank's core system. This position will have lending authority and will provide secondary support to the Chief Risk Officer.
The following essential duties do not cover an all-inclusive list of work requirements. Individuals will perform other job-related duties as assigned, including work in other areas to cover absences or otherwise balance the workload.
ESSENTIAL FUNCTIONS
1. Work collaboratively with lenders, credit underwriters, and members of management to review, analyze, structure, recommend, and approve various consumer and commercial loans.
2. Oversee and manage consumer and commercial credit underwriting group to include employee oversight and management, ensure credit package completeness and quality, and provide loan underwriting/decisioning software administration recommending changes as needed.
3. Provide software administration for the Bank's suite of consumer/commercial loan origination, documentation, and servicing systems recommending changes as needed. Work with Information Systems to implement and integrate these loan systems with the Bank's core system for efficiency.
4. Assist CRO with the development and review of loan policy and procedures.
5. Assist CRO in the analysis of portfolio trends including concentrations of credit by collateral, purpose, and industry levels as they relate to the Bank's capital position.
6. Assist CRO in the analysis of portfolio trends such as delinquencies, risk grade mitigation, credit, collateral, and policy exceptions for the Bank and individual officer level, reporting to senior management as appropriate.
7. Assist Commercial Lending group and Special Assets group (as needed) in the early detection of credit weaknesses and in the working of problem loans requiring special attention.
8. Assist Commercial Lending group with analyzing and structuring complex commercial loan requests. As part of this function, this position will serve as the liaison for the Bank's government-guaranteed lending programs (i.e., SBA, etc.) and the Bank's swap pricing program.
9. Keep abreast of trends and developments within banking and related industries as well as economic and regulatory changes.
10. Manage other projects as requested by CRO and Senior Management.
11. Promote the Bank's image in the community through participation in business and civic opportunities.
12. Will delegate jobs and/or projects to predetermined capable individuals and conducts any necessary follow-up.
13. Attends senior management, committee, and Board of Directors meetings as required.
14. Responsible for or oversees the employee that is responsible for day to day operations, vendor relationship, application feature review, administration (upgrades, testing, user training, account maintenance, and troubleshooting), and user access reviews for all applications within area of responsibility.
15. Performs related duties and responsibilities as required and assigned.
16. Regularly refresh knowledge of and familiarity with online, mobile, electronic and traditional products and services. Regularly practice/rehearse customer conversation and engagement skills around the entire suite of New Peoples Bank products and services. Invite customer respect by demonstrating product and service knowledge and engaging customers around the benefits of using them.
Requirements
EDUCATION/EXPERIENCE
Bachelor's degree in Business Administration, with preferred emphasis in Finance and/or Accounting. 10+ years of professional commercial lending experience in a community bank setting - required; emphasis in commercial / business lending, including advanced understanding of commercial credit administration, credit review process, and risk management practices - desired; formal credit training - preferred; or any equivalent combination of education, training, and experience which provides the required knowledge and abilities.
KEY COMPETENCIES
-Knowledge of New Peoples Bank lending policy along with state and federal regulations.
-Advanced working knowledge of accounting and finance theory & practices, including Generally Accepted Accounting Principles, taxation, legal forms of organization, and business law.
-Broad knowledge of regulatory requirements and standards applicable to commercial lending C&I, commercial real estate, consumer, and residential mortgage products.
-Knowledge of Bank credit policy in a financial services and community bank environment.
-Knowledge of loan risk rating, portfolio monitoring, asset recovery, and loan workouts.
-Knowledge and experience in dealing with Board of Directors and committees.
-Market monitoring abilities.
-Ability to lead a team and delegate duties to members of that team achieving a common goal.
-Ability to represent the bank in a positive and professional manner within the local community.
