The Municipality of Chatham-Kent has an opening for a temporary full-time GIS Technician with the Chatham-Kent Public Utilities Commission. This temporary full-time opportunity is for a period up to March 2027.
Job description
The GIS Technician is responsible for supporting the on-going maintenance and dissemination of data in the GIS environment; responsible for the spatial data maintenance, end-user support, and the generation of maps and other GIS data products.

Because of the responsibilities, this position requires the successful candidate to have a valid class G (or higher) Ontario driver's licence; a driver's abstract will be conducted by the Municipality of Chatham-Kent. An acceptable driver's abstract will: be an original document and current (within the previous thirty (30) days); have no more than four (4) demerit points; have no more than two (2) convictions for the same offence; have no criminal code convictions; have no 'non-medical or administrative' license suspension in the preceding three (3) years.
Background check
Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: Police Criminal Record Check,education/certification verification, and employment reference check.
Essential physical and/or safety requirements
Benefits
This temporary full-time position has an hourly wage of $38.896 to $43.970 and will receive 15% in lieu of benefits (which includes group benefits, statutory & non-statutory holidays, and non-enrolment in OMERS) and 4% vacation pay. Where a permanent employee is receiving benefits and is the successful candidate for a temporary vacancy, benefits will remain as per the policy manual.

Job description

Essential responsibilities
- Demonstrate Chatham-Kent's core values and competencies
- Develop and produce GIS mapping products, including the design and implementation of digital and hard-copy maps
- Ensure that quality assurance on new or revised data conforms to standards laid out in the GeoDatabase and other applicable standards or policies
- On-going maintenance of GIS datasets such as water and wastewater data
- Provide technical support and expertise to internal staff and the general public regarding day-to-day and ad-hoc requests for GIS information and analysis
- Use quantitative methods to process spatial data for the purposes of making calculations, models and interfaces about space, spatial patterns, and spatial relationships.
- Convert, import, and export data in and out of the GIS
- Prepare regular status reports, highlighting GIS issues requiring attention
- Use GIS to acquire, manage, display and analyze spatial data in a digital form
- Liaise with other departments, agencies and general public on technical matters related to GIS applications and products
- Assess, interpret and depict water and wastewater utility network data within ArcGIS Pro
- Update, maintain and refine ArcGIS Pro water and wastewater data to reduce inaccuracies and to reflect field change records from the field staff
- Utilize ArcGIS Pro Utility Network data for analysis of water and wastewater infrastructure in the form of queries, programmatic reports and graphical representations
- Update and maintain as-built records documentation system in access inventory database
- Provide technical support in the planning, development and implementation of GIS applications including ArcGIS Pro, the Utility Network and ArcGIS Online
- Research and pursue all avenues to improve the overall value of the GIS system
- Understanding of water and wastewater as-built drawings
Essential qualifications
- College diploma or university degree in a Geographic Information Systems, Geography, Geomatics, Information Technology or other related program, with two (2) to four (4) years of related experience
- Experience and knowledge of municipal government operations, familiarity with water and wastewater infrastructure information systems, GIS databases and ESRI ArcGIS software including ArcGIS Pro and the Utility Network
- Experience in developing and maintaining GIS data and other GIS output products
- Experience with water and wastewater utility network data within ArcGIS Pro
- Experience in analyzing spatial data in a municipal environment and translating client requirements into appropriate GIS reports and thematic maps
- Able to express information through analysis and mapping to individuals or groups taking into account the audience and the nature of the information
- Ability to evaluate and implement quality assurance and quality control procedures
- Working knowledge of ESRI ArcGIS Pro 2.9.x
- Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) (or other similar software program)

- Walking: frequent walking on level surface, rough surface (less than 4.55 kgs or 10 lbs) (around the Civic centre for the most part, or another building; need to travel over sidewalks and uneven grass to locate assets which may be covered or hidden; surfaces can be slippery or uneven requiring balance)
- Sitting: frequently sitting in a chair (office time would require sitting in a chair; field inventory work could be conducted anywhere in Chatham-Kent driving distance)
- Lifting: frequent carrying (less than 4.55 kgs or 10 lbs) (some packages arrive with related contents - not too heavy - a few hard drives or for the most part vendor information and products; lifting, pulling and pushing computers around in order to access for cables and connections; carrying locate and GPS equipment in the field)
- Standing: frequent standing outside (possibility exists for GPS work - that would include walking and standing)
- Hands: constant fine finger dexterity (movement), mousing (operating a mouse and keyboard; operating a stylus and touch screen device with small buttons in the field)
