- The Information Technology (IT) Project Manager provides the coordination, direction, and implementation of information technology projects.
- This position includes maintaining the organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing IT best practices.
- The Project Manager supports the Technology Bureau by understanding the organization's goals, strategies, and a commitment to serve our clients/stakeholders.
- The IT Project Manager will be responsible for the project management of large and complex projects which have cross-organizational impacts.

Roles and Responsibilities
- Build and provide leadership to the project teams which typically consist of six or more members, both internal and external departments.
- Direct external department team members which include a combination of Deputy Directors, Appointing Authorities, management, line staff, subject matter experts, points of contact and professional services resources, including vendors.
- Build and maintain effective working relationships with internal and external stakeholders including vendors. Serve on various committees, teams, and work groups.
- Lead and manage the successful implementation of technology projects and programs in accordance with project management standards
- Develop project proposals, project charters, work breakdown structures, and detailed project plans.
- Determine resource allocations for the defined project tasks and monitor tasks to completion.
- Manage and maintain project scope, document, manage, and mitigate project risks, and manage/resolve project issues.
- Responsible for complex budget tracking and monitoring of multimillion dollar projects which includes overseeing both internal and external employees, professional services, and vendors.
- Develop and maintain regular reports to executive leadership, project team members, and stakeholders. Effectively communicate risks, issues, and decisions in a timely and well-thought-out manner.
- Provide guidance, counsel, and support to the project team as well as the executive sponsor.
- Validate that all vendors fulfill the terms of contract and deliverables. Maintain historical project records including financial documents (e.g., timecards and invoices).
- Assist in the development of project budgets and negotiate with vendors, contractors, and others to ensure clear deliverables and accountability for performance.
- Ensure compliance with change control and quality management policies. Notify management of policy changes or exceptions in a timely manner.
- Communication skills both verbal and written are a must. Project manager must be able to communicate with executive level leaders and other managers as required. Prepares and communicates with executive steering committee.
Must Haves (Required)
Education
- Bachelor's degree in business, computer science, information technology, or a related field.
Experience
- Three (3) years of managing IT projects or IT business systems analysis involving project planning through completion.

Combined education and experience qualifications
- Other combinations of education or experience may substitute for the minimum qualifications on a year for year basis.
Other requirements
- Must possess a valid Arizona driver's license or have the ability to obtain by the time of hire.
- Training that may be provided on-the-job: FEMA NIMS - IS100 and 700; Safety; Payroll; PREA.
- Prior to hiring, all candidates must pass a background review.
Nice to Haves (Highly Desired)
- Master's Degree in Business Administration or IT related field
- A minimum of seven (7) years of experience managing complex projects
- General project management experience with complex projects or programs software and infrastructure.
- Experience in deploying Commercial Off the Shelf (COTS) applications and systems.
- Experience in deploying Software as a Service (SaaS) applications and systems.
- Experience with agile methodology and have run an agile software programs or projects.
- Experience with deploying system upgrades or releases and release management.
- Experience with Organizational Change Management (OCM).
- Experience working in the criminal justice system.
- Project Management Professional (PMP) certification or equivalent

- Work is performed in a home or department office with a hybrid teleworking schedule available.
- Requires frequent computer work, participation in calls or meetings, the ability to be thorough in completing work tasks, and attention to detail.
- Requires occasional travel to and from job-related locations during a scheduled workday, subject to client's policies regarding the use of client or private vehicles used on Client business.
- Requires the ability to work after hours, weekends, and holidays occasionally for on-call and management support as needed.
