Position Overview
Under general supervision of the Public Service Administrator, Bureau of Early Intervention (EI), Administrative Unit, organizes, plans, and executes the administrative procedures for the Early Intervention program. Serves as liaison to Contract, Procurement Governmental Accounting Transparency Act (GATA) for Notice of Funding Opportunities (NOFO) and Notice of State Awards and their components. Develops and reviews written reports including annual Part C Federal Grant Application packet and GATA, NOFO creation. Designs and implements the process to monitor procurement, contract and GATA reports required by federal and state mandates and incorporates these reports into ongoing technical assistance to staff and outside agency vendors. The Division of Early Childhood is one of six divisions within the Illinois Department of Human Services. DEC serves to strengthen and centralize Child Care, Early Intervention, and Home Visiting within DHS. The DEC vision is for Illinois' young children and families to have the supports they need to achieve their full potential. Essential Functions
- Designs, plans, organizes, executes, and evaluates procedures for the administration of the Grantmaking and the procurement process for the statewide Part C Early Intervention System including but not limited to the Child & Family Connections contracts and administrative contracts for training, resource, monitoring, credentialing, and billing.
- Serves as Department of Human Services (DHS) Early Intervention liaison to the Procurement, Contract Administration and Contract Compliance, Grant Accountability and Transparency Act (GATA), and other internal and external committees.
- Manages and coordinates communication with grantees, vendors, applicants, and interested parties in matters related to grantmaking and contracting.
- Organizes and coordinates the process for and implementation of the submission of the Annual Grant application for the Part C Early Intervention System as statutorily required by both federal and state law, working closely with EI team members to ensure accurate and timely submission.
- Performs other duties as required or assigned which are reasonably with the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years college, preferably with course work in business or public administration.
- Requires two (2) years responsible administrative experience in public or business organization.
Specialized Skills
- Of the two (2) years, requires two (2) years of professional work experience in a public or private organization designing, planning, organizing, executing, and evaluating policies and procedures for the preparation and administration of grantmaking activities as delineated in the Grant Accountability and Transparency Act (GATA)/2CFR 200) or other similar requirements, including but not limited to conducting needs assessments, identifying funding sources, ensuring compliance with procurement processes, developing/implementing application(s) and solicitation processes [e.g., Notice of Funding Opportunities (NOFO) and Request for Funding Proposals (RFP)], monitoring compliance with state/federal processes, conducting evaluation of deliverables, amending/reconciling grant/contract processes, providing technical assistance, generating Notices of State Awards (NOSAs), reviewing and approving Programmatic Risk Assessments (PRAs), developing and tracking Uniform Grant Agreements, and completing other related grantmaking activities to ensure accurate and timely entries in various state and/or federal reporting systems [e.g., Community Service Agreements (CSA), Catalog of State Financial Assistance (CSFA), GATA Portal, or other similar systems] to generate statistical and/or written reports for management review, using Microsoft Office Suite, Business Objects, Power BI, graphs, charts, maps, or other visualization tools to generate related briefing papers, and written instructions, policies procedures, and handbooks.
Preferred Qualifications

- Three (3) years of professional work experience preparing and writing State and Federal Notice of Funding Opportunities for public posting or submission.
- Two (2) years of professional work experience developing, implementing, and evaluating methods, procedures, and performance standards that adhere to state and federal mandates.
- Two (2) years of professional work experience utilizing the principles and practices of public and/or business administration.
- Two (2) years of professional work experience creating PowerPoint slide deck(s) and other materials for speaking engagements and presenting ideas and concepts to a variety of stakeholders, audiences, and senior leaders/managers of a public or private organization and/or grantees, using Microsoft Office Suite, charts, graphs, and maps (e.g., two-dimensional or ArcGIS).
- One (1) year of professional work experience developing and maintaining cooperative working relationships with stakeholders both internal and external.
Conditions of Employment
- Requires extensive proficiency in Microsoft Office Suite, SharePoint, Teams, and OneDrive.
- Requires the ability to travel with overnight stays.
