Job Responsibilities
Bid Analysis: Supervises and performs the analysis of bid data received during highway lettings, determining recommendations for award; maintains confidential nature of information related to the engineer's estimate; reports results and makes recommendations to the Director of Construction.
Reporting: Produces routine and ad-hoc reports as needed to support the management of the Director of Construction and SCDOT Engineering Division. Serves as a member on pertinent AASHTO Committees/Advisory Groups such as Data Analytics TRT (Technical Review Team), and TAG (Technical Advisory Group) assisting in the management/development of AASHTOWare Project Data Analytics.
Competition Analysis: Supervises and performs the collective analysis of historical bid data to determine competitive markets for various types of highway projects and analyzing the competitive behavior of vendors/contractors within these markets. Information developed is considered confidential and is reported to the Director of Construction.
Contractor Performance Evaluation: Administers the Contractor Performance Evaluation program. Assists in the development of systems involved in the analysis and rating of contractors on SCDOT construction contracts. Coordinates with contractors to review ratings and highlight areas to improve performance. Manages the review of bid proposals submitted by Local Public Agencies to ensure that contracting and bidding are consistent with federal guidelines.
Prepare correspondence: Drafts correspondence for her own signature as well as the Director of Construction and the Deputy Secretary of Engineering. The purpose of this correspondence is for the administration of active construction projects, providing guidance to Engineering Districts, coordination with governmental agencies and engineering consultants, and to respond to requests from public and elected officials.
Specifications: Assists in the maintenance and updating of standard and supplemental specifications for highway construction projects. Assists in the development and instruction of classes in the SCDOT Construction Project Delivery Training. Provides expert testimony in litigation cases as necessary. Performs other related duties as assigned.
Minimum and Additional Requirements
A bachelor's degree in Engineering and eight (8) years of engineering work experience. Necessary Special Requirement: Registration as a Professional Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors. A valid motor vehicle operators license is required.
The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
