The Assistant Director is a key member of the Office of Student Rights and Responsibilities (OSRR) at Morgan State University, charged with fostering an educational climate supportive of the mission of the University that encourages positive and healthy conduct choices that promote student learning and personal integrity. Reporting to the Associate Director of Student Rights and Responsibilities, the Assistant Director provides day-to-day management of the university's student conduct system and leads efforts to educate students about community standards of conduct. The Assistant Director is responsible for an independent conduct caseload, completing investigative correspondence reports, advising conduct officers within the scope of their role, advising conduct hearing boards, and educating the University community surrounding student rights and responsibilities.

Job Duties
  • Manages student conduct cases, including review of all allegations and reports of student misconduct to determine judicial disposition, assigning cases to Conduct Officers, advising students of their rights and responsibilities as it relates to Code violations, investigating incidents, and facilitating disciplinary hearings, sanctions, and interventions, taking into consideration campus safety and wellbeing needs, the rights of the individual and other legal requirements, and the provision of opportunities for student development. Assist in hazing investigations and Title IX case adjudication as needed. The Assistant Director is responsible for an independent conduct caseload. Serves as a resource on student behavior, conflict resolution, and interpretation of student conduct regulations for the campus community. Consults with a broad cross-section of institutional and community stakeholders including, but not limited to, faculty, Morgan State University Police Department, Housing & Residence Life, Student Life, and Title IX Coordinator.
  • Participates in annual and ongoing reviews of the Code of Student Conduct and assists in researching and implementing best conduct practices at Morgan State University; Provides quantitative and qualitative information for assessment and compliance throughout the year. Assists with the management of student conduct software and leads the assessment and analysis of cases within the system. Manages the University conduct database and works to improve OSRR efficiency and effectiveness using technology. Assists with case analysis and coordinates OSRR semesterly and annual reporting.
  • Supervises and or manages conduct officers and student staff. In collaboration with the Associate Director, develops, maintains, and provides training for the Conduct Officers and student staff. Leads the recruitment, education, and retention process of student staff. Oversees the recruitment, selection, training, and scheduling of the student conduct hearing board. Coordinates comprehensive training programs for students, faculty, and staff members who serve as hearing officers in different capacities.
  • Assists in developing and implementing the OSRR strategic plan and standard operating procedures. Assists with the development and review of policies, procedures, and practices. Researches and identifies behavioral resources and best practices to address persistent conduct issues. Assists with developing, implementing, and evaluating restorative justice and alternative dispute resolution options. Provides leadership for student peer education programs.
  • Coordinates programming, educational, and outreach efforts. Manages and supervises the design, creation, and facilitation of events, educational programs, and outreach efforts to educate the University community on student conduct processes and the Code of Student Conduct and address student behaviors that are detrimental to the healthy development and success of students and the safety of the University community. Supervises OSRR website and social media management.Develops, coordinates, and provides training on judicial processes and protocols for addressing infractions, consults about problematic behavior, and makes data-based recommendations.
  • Develops content for OSRR publications, resources, programs, websites, and social media. Creates, plans, and facilitates events and programs designed to educate students, staff, and faculty about student conduct, complaint resolution processes, civility, and other areas relevant to the department's mission and of concern to the University community.
  • Leads the efforts in research and identifies behavioral resources related to conduct, civility, respect, alcohol and drug abuse, conflict resolution, and other areas relevant to the department's mission. Serves as an alternate representative for OSRR on the Behavioral Emergency Assessment Response (BEAR) Team and the Care Support and Intervention Team (CARE). Serves as part ofon-calll rotation. Some evenings and weekends are required.
  • Uses a solution-driven approach to address all student, parent, and stakeholder concerns appropriately. Develop and implement effective, efficient data-based solutions to address student learning outcome achievement.
  • Stays abreast of current developments in student judicial affairs. Serves as designated leadership on University and Division of Student Affairs committees. Keeps abreast of current literature and developments in Student Affairs and related professional organizations, including student conduct, alternative dispute solutions, restorative justice, and Title IX. Attends pertinent conferences and nventions and presents information when requested for shared development. Participates in research on student development, student conduct, conflict resolution and education, and student affairs. Completes all duties as assigned.
  • Serves as an excellent leader and works well as a team to ensure effective, efficient, successful office function and operations. Successfully formulate networking relationships with other departmental leaders. Coordinates across departments to find effective solutions and properly service stakeholders. Must complete all duties as assigned.


Requested Minimum Qualifications

Education:Master's Degree from an accredited college or university.

Experience:
  • Must have demonstrated experience in Judicial Affairs and/or Student Conduct in higher education. Other Preferences for consideration include an advanced degree in higher education, student development, conflict resolution, or another area relevant to the work of OSRR. Experience implementing restorative justice and alternative dispute resolution. Experience supervising full-time, professional staff.
  • Minimum of 3 years team supervisory experience.
  • Must have advanced knowledge of Student Conduct philosophy and best practices.
  • Must possess advanced knowledge in Title IX and sexual misconduct compliance, as well as the live hearing process.
  • Must have a proficient knowledge and understanding of student due process and FERPA.
  • Strong and effective verbal and written communication skills as evidenced by the ability to articulate and present an organized, logical, professional case during disciplinary hearings as a University advocate, communicate decisions, write reports, plan and make professional presentations, and convey information in accessible terms to a variety of audiences, such as students, parents, faculty, staff, and administrators.
  • Excellent interpersonal skills with demonstrated ability to interact effectively with students, faculty, staff, and university stakeholders of diverse cultural, social, political, and religious backgrounds, ages, genders, sexual orientations, and abilities.
  • Demonstrated ability to work well with ambiguity and to consider multiple perspectives. Must display advanced proficiency in Microsoft Office, Google Suite, Adobe, and Student Conduct Software System.


Other Preferences for Consideration

Education:Master's Degree in Higher Education, Student Development, Conflict Resolution, or a field relevant to the work of the Office of Student Rights and Responsibilities, Student Conduct, or Judicial Affairs.

Experience
  • Three years specifically overseeing the adjudication of Title IX cases
  • Two years of experience in student conduct implementing a learning, restorative, and transformative philosophy
  • Statistical data software experience


Licensure/CertificationProfessional certifications in knowledge and skill set relevant to student conduct and conflict education (e.g., restorative justice, mediation, adjudication, student conduct, Title IX, etc.).
