Description
The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner is seeking a Senior Recreation Specialist to assist in the support, supervision and management of youth development and recreational programs. Duties include assisting with training related to youth programming, licensing for after-school programs, youth camp standards and related programs such as food/nutrition programs in facilities.

Prepares and coordinates work schedules and activity plans for career and intermittent staff. Prepares and recommends program budget and resource requirements, and monitors expenditures. Applies knowledge of, and skill, in the principles, concepts, and techniques of recreation program administration, program assessment and analysis, public administration, budgeting, marketing, leisure services, social and cultural programs, safety and health regulations, and related activities.

Examples of Important Duties

  • Provide knowledge and training to staff about the Maryland State Department of Education (MSDE} Regulations, After-school Program licensure and the Maryland Department of Health (MDH) Youth Camp Safety Standards (VCSS) and Commission/Departmental guidelines and standards.
  • Provide coordination, guidelines, training, monitoring and evaluation of the Summer Nutrition Program and the After-school food program.
  • Recruit, select and train nurses and other Intermittent staff to support countywide programming.
  • Assist with the development and implementation of Departmental, divisional and operational goals and procedures.
  • Market needed programs and facilities, assisting with community outreach to promote programs and Initiatives.
  • Ability to work collaboratively with external and internal partners.
  • Provide assistance and customer service to visitors.
  • Participate in Departmental, Divisional, or other committees as assigned.
  • Independently performs various types of research and analyses to solve standard, recurring problems.

Minimum Qualifications

  • Bachelor's Degree in Parks and Recreation, Recreation Management, Sports Management, Leisure Studies, Physical Education or any related field.
  • Two (2) years of recreation, sports administration/management, physical education, leisure services or other related professional experience.
  • An equivalent combination of education and experience may be substituted, which together total six (6) years.
  • Valid driver's license in accordance with both State and Commission rules and regulations. Driver's licenses must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of the position.


  • Preferred candidates will have:

    Good knowledge of: Youth development, recreational programming, *afterschool programs and Kids care programs (MSDE Licensing Standards), *Youth Camp Safety Standards, *Summer Food Service/Afterschool Food Service protocols, *health and wellness standards, and Parks and Recreation youth program quality standards and assessments

    Skilled In the operation of; (1) computers; and (2) automobiles

    Ability to: (1) apply principles to solve practical problems; (2) read routine reports and correspondence; (3) write routine reports and correspondence; (4) use proper spelling, punctuation, and grammar; (5) make oral presentations to large groups; (6) speak clearly; (7) organize work effectively; and (8) provide courteous service.
