Position Description
Manages and directs the Letting Management Section of the Financial Management Division. Responsible for the Department's federal, state and local funding for the 2-year construction schedule; advises management and others on financial aspects of funding and scheduling of construction projects, and legislative requirements; responsible for financial and cost accounting systems, policies, procedures and reporting, federal billing and other revenue and grant accounting activities. Reports directly to the Financial Management Division Director. Work requires contact with high-level executives, federal, state and local agencies, independent auditors, financial institutions and advisors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Position Description
Manages and directs the Letting Management Section of the Financial Management Division. Reports directly to the Financial Management Division Director. Work requires contact with high-level executives, federal, state and local agencies, independent auditors, financial institutions and advisors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
- Directs the development, administration and fiscal constraint of the Department's 2-year construction schedule including federal, state and local funds utilization as established annually by the
- Chief Financial Officer and in accordance with the agency's cash forecast.
- Oversees obligation of the agency's $5 billion annual federal-aid funding for construction and project advertisement in compliance federal and state regulations.
- Oversees timely and accurate processing of reimbursement billings to various federal transportation agencies, in compliance with regulations, policies and standards pertaining to federal-aid funding.
- Oversees various federal audits relating to funding grants, reimbursements, and billable costs. Ensure proper internal controls & procedures are implemented to mitigate risks and audit findings.
- Oversees PeopleSoft Project Costing module, ensuring timely and accurate processing of project transactions, funding distributions, and billings.
- Prepares timely financial, federal utilization, project scheduling and regulatory reports; advises management.
- Collaborate with district and division offices to implement funding strategies in support of senior leadership initiatives.
- Directs the planning, developing and recommending of funding & project programming guidelines, policies, and methodologies.
- Research complex fiscal matters, analyzes proposed legislation and implements procedures to support compliance of new federal, state and/or local funding regulations and policies.
- Maintains collaborative partnership with the Department's district and division leadership, Federal Highway Administration, Metropolitan Planning Organizations, by providing guidance on financial/funding matters.
- Cultivates relationships with other FIN directors and managers, to promote consistency in practices, alignment of shared initiatives, resources and data validation.
- Accurately and within established deadlines, complete other duties as assigned.
Minimum Qualifications:

Experience:
- 5 years fiscal management practices and procedures. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
- Must have 3 years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Preferred Qualifications:
- Bachelor's Degree in Finance or Accounting is highly preferred
