Position: Director of Research, Accountability and Federal Programs
Primary Purpose:
To lead and manage the planning, implementation, and evaluation of federal and state grants, guide and assess school performance through data-driven accountability systems, and oversee district-wide assessments. Foster continuous improvement by utilizing academic data systems to enhance student outcomes and institutional effectiveness. Ensure campus and district adherence to state and federal policy and requirements.

MAJOR RESPONSIBILITIES AND DUTIES:
Instructional Management
1. Use the findings of research and district studies to effectively use federal, state, and grant funds to improve the teaching-learning process and its outcomes.
2. Provide leadership for the development and administration of all student assessments, including written guidelines and procedures, administrator training, and analysis of assessment data. Serve as the District Testing Coordinator (DTC).
3. Monitor assessment administrations to ensure effectiveness.
4. Provide leadership to departments and staff in developing, maintaining, and revising program procedures and documents based on a systematic review and analysis.
5. Provide oversight in the effective and appropriate use of federal and state grant funding to support campus and district initiatives.
6. Collaborate with instructional teams to analyze test data and develop student achievement goals and objectives.
7. Guide and evaluate school performance including state assessments results, A-F Accountability, Results Driven Accountability (RDA), and CCMR.
School/Organization Climate
8. Demonstrate skill in conflict resolution with administrators, parents, teachers, staff, and community.
9. Lead districtwide evaluation of school and organizational climate annually, providing data analysis to support campus and district improvement efforts.
10. Oversee and manage research requests through the Institutional Review Board (IRB) process.
School or Organization Improvement
11. Lead the district and campus improvement planning process, providing professional learning and guidance on best practices.
12. Provide leadership for the District Educational Improvement Council (DEIC) in collaboration with the Deputy Superintendent.
13. Provide oversight in the regular review of campus and district improvement plans.
14. Obtain and use evaluative findings, including student achievement data, to examine curriculum/instructional program effectiveness for federal, state, and grant programs.
15. Ensure that school improvement efforts are consistent with federal, state, and grant requirements.
16. Provide leadership in the development, implementation, and monitoring of the Teacher Incentive Allotment (TIA) program in collaboration with district leadership team.
17. Seek out funding opportunities and grants to support instructional initiatives, and provide support for writing, securing, and managing grant funds to ensure careful oversight.
18. Establish systems and procedures for the use of data to monitor student learning and campus accountability progress.
19. Provide ongoing professional learning for district leadership, teachers and staff to support initiatives.
Personnel Management
20. Secure consultants, specialists, and other community resources for principals and supervised instructional staff to assist in attaining objectives.
21. Provide effective staff development activities by using the mission of the district, program evaluation outcomes, and input from teachers and others.
22. Effectively supervise personnel assigned, providing oversight and feedback to ensure job effectiveness.
Administration and Fiscal/Facilities Management
23. Ensure the integrity of testing data is upheld and that all materials and data are submitted within established timelines.
24. Oversee accurate data collection and reporting for local TIA initiatives adhering to all requirements and timelines.
25. Provide oversight and compliance with federal and state laws, regulations, and grant requirements, and complete evaluation and compliance reports as mandated by these programs.
26. Compile, maintain, file, and secure all reports, records, and other required documents.
27. Define program and fiscal needs in the budget process, ensuring resources support federal, state, and grant programs while maintaining cost-effectiveness and responsible fund management.
28. Stay abreast of all federal and state law changes and their impact on local policy. Provide leadership in the revision of Board Policy in collaboration with the Deputy Superintendent.
29. Develop and oversee budgets adhering to all purchasing and spending requirements.
Student Management
30. Demonstrate support for district student management policies and expected student behavior related to instructional programs.
Professional Growth and Development
31. Monitor professional research and disseminate ideas and information to other professionals.
32. Develop needed professional skills appropriate to job assignments.
33. Actively seek and use evaluative feedback from supervisors, peers, and subordinates regarding performance.
34. Demonstrate behavior that is professional, ethical, and responsible and serves as a role model for all district staff.
School or Community Relations
35. Demonstrate awareness of district-community needs and initiate activities to meet those identified needs.
36. Demonstrate the use of appropriate and effective techniques for community and parent involvement.
SUPERVISORY RESPONSIBILITIES:
Supervise and evaluate professional and/or paraprofessional staff as assigned.

Administrative Pay Grade 4, 12-Duty Months
The district contributes $400/monthly to the cost of "employee-only" health insurance, which is $175/monthly greater than the state required amount of $225/monthly.

Qualifications:
Education/Certification:
- Master's Degree
- Texas Administrator's, Principal, or Mid-Management Certificate
- Valid Texas teaching certificate
- T-TESS Certification
Special Knowledge/Skills:

Experience:
- Minimum of three years of successful teaching experience
- Minimum of three years of experience in instructional leadership roles
- District level administrative experience preferred
- Grants acquisition and administrative experience preferred
