The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

Responsibilities:

GENERAL PURPOSE
With great latitude and the expectation to exercise independent judgment is responsible for the analysis and reporting of financial activities for the following departments: Social Work and Patient & Family Services; Financial Counseling and Central Registration; Financial Case Management; Admitting/Census Management; Patient Transportation; Food & Nutrition; and SMH Environmental Services. Specific areas of responsibility include financial reporting, classification of accounts and funds, budget development, cost analysis, and collaborating with the Administrative Director in development of accounting systems and financial policies. The Finance Manager works directly with the Directors/Managers of these departments to identify and resolve financial accounting, reporting, and budget discrepancies. Conducts detailed analysis and provides accurate and up-to-date information to support successful financial management of these accounts. Utilizes knowledge of the University accounting procedures to provide proper review and control over all activities that impact the financial records.

ESSENTIAL FUNCTIONS

Management of Revenue and Expenses:
  • Manages account analysis, financial reporting, and error correction.
  • Performs analysis and tests necessary to ascertain integrity of accounting data, account balances, and to assure accurate reporting.
  • Makes day to day interpretations and decisions on the accounting treatment of financial transactions.
  • Manages Expense Approval, Ledger Review and Reconciliation.
  • Monitors fiscal position of Departments and directs the reconciliation of expenses.
  • Determines whether account balances are reasonable.
  • Initiates corrective action for accounting and reporting discrepancies.
  • Approves appropriate back up documents (i.e. invoices, requisitions, expense justifications) for all charges and ensures maintenance for audit purposes.
  • As appropriate, acts as University/Department liaison to vendors and UR support departments (i.e. Purchasing, Accounts Payable).


Budget and Wage & Salary Analysis:
  • Monitors budget, FTEs and fiscal performance of over $110 million dollars of department funding (6 UR Cost Centers; over 40 institutional accounts).
  • Develops data projections and forecasts regarding effort to prepare and submit the annual institutional budgets and proposes recommendations throughout the year.
  • Prepares any necessary FTE and Budget modification forms for submission to Finance.
  • Designs financial reports and spreadsheets for Senior Management's review and sign-off for UR Office of Audit compliance.
  • Performs in-depth analyses of accounts, including monthly analysis of salary, FTEs, non-salary expenses to identify trends and variances, and Food & Nutrition's inventory/revenue accounts.
  • Makes recommendations to Senior Department Management on spending trends and cost saving measures.


Management of Staff Payroll:
  • Oversees the Programs' HRMS Biweekly Hourly and Salaried Payroll System including extra compensation and retroactive account distribution changes.
  • Ensures that programs are adhering to the University Human Resource Policies.
  • Trains staff on the University's HRMS system, policies and changes.
  • Prepares and distributes payroll reports to managers with trend identification/recommendations for University Payroll Policy, Labor Law compliance and staff performance issues.
  • Processes extra compensation forms.
  • Monitors staff leaves of absence due to disability, FMLA and/or PFL, and NYSL.
  • Acts as Department liaison to UR support departments (i.e. Payroll, HRMS, HR Leave Administration).


Finance Administrative Staff Supervision:
  • Performs all personnel administration including recruitment, hiring, firing, performance evaluation and performance improvement.
  • Provides supervision, leadership, coaching and counseling.
  • Monitors staff engagement and initiate/follow through on action plans.
  • Assesses staff's ongoing training needs; develops and implements training programs to address needs.


Other duties as assigned:
  • For example, participates on the Social Work and Patient & Family Services Management and Administrative Management Teams.


QUALIFICATIONS
  • Bachelor's degree in Accounting, and 3 years experience as a staff accountant required;
  • Or an equivalent combination of education and experience. MBA preferred.
  • Three years related work experience or equivalent combination of education and experience required.
  • Advanced knowledge of computer applications including but not limited to; MS Word, Outlook, and Excel required.
  • Requires excellent detail/organizational and interpersonal skills, experience in supervision, capacity to manage a large volume of work, and track multiple projects through to completion.
