Job Description
Provide civil engineering and drainage experience and knowledge to project execution and control on civil engineering and drainage projects to achieve continuity of purpose. Perform and/or review hydrology/hydraulic analysis for the design and construction of drainage and flood control projects. Responsible for drainage design, including, but not limited to the design of storm sewers, culverts, bridge deck drainage and roadside ditches. Perform storm water management system and pond design. Serve as a technical liaison with client on project efforts. Provide support to city staff on drainage related issue. Assist citizens, as well as, developers with questions concerning FEMA firm maps and drainage issues in the city. Provide technical assistance to regional drainage communities such as watershed steering committee. Knowledge and ability to support FEMA's Risk MAP Production and Technical Services contract, Hazard Mitigation Technical Assistance Program and other related contracts with the U.S.

Required Knowledge and Skills:
Tasks involve the ability to exert light physical effort in a sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Some tasks require visual and sound perception and discrimination and oral communication ability.

- Provide direction and drainage experience to staff and local community on civil engineering and drainage issues.
- Assist the director of engineering with drainage and civil engineering projects.
- Perform civil engineering analysis for the design and construction of drainage and flood control projects.
- Responsible for drainage design and civil engineering issues, including, but not limited to, the design of storm sewers, culverts, bridge deck drainage and roadside ditches.
- Perform storm water management systems and pond design.
- Coordinate efforts of assigned design team to ensure completeness and accuracy of design effort.
- Available as technical liaison with client on project efforts.
- Provide technical assistance on regional drainage issues. Understand the agency requirements and align CDM Smith capabilities to support FEMA.
- Initiating and maintaining relationships with FEMA at HQ and regions.
- Supporting technical and programmatic support to multiple FEMA programs nationwide.
- Advising staff on unique program challenges and solutions relative to the FEMA programs.
- Support other emergency and disaster management initiatives with federal and municipal clients.
- Must be able to provide services for the benefit of the general public during emergency situations that threaten the safety of League City's citizens, and that, City employees must be able to work immediately before, during, or immediately after an emergency.
- All other tasks as assigned.

- Bachelor's Degree in Civil, Environmental, Water Resources Engineering or related discipline
- A minimum of 5 years drainage experience with an EIT.
- Preferred: 10 years of drainage experience with a PE.
- Demonstrated work experience with Civil Engineering and modeling
- Certified Floodplain Certification
- Proficient in MicroStation, CAD systems, and GIS. Familiarity with TxDOT drainage design criteria and FHWA hydraulic design manual.
- Valid Texas Driver's License.
- Skills in public speaking , oral and written communication, and providing effective guidance and direction.
