Job Summary

The Planning, Design and Construction Manager is responsible for overseeing the alignment of design, planning, and small-scale campus construction projects with the overall campus program objectives. This role supports the development of architectural plans, coordinates with consultants and architects, ensures compliance with permitting requirements, and manages space planning efforts. The manager also leads a team including Space Coordinators and Project Managers to guide project implementation in line with institutional priorities and quality expectations.

Primary Responsibilities

Project Management and Coordination
  • Represent Facilities Management as the end user in new construction and remodel projects within existing campus buildings.
  • Direct and oversee project managers on small-scale campus projects.
  • Provide updates and reports on project development, design, permitting, and planning status.
  • Support campus master planning efforts, including project scoping and preconstruction planning.
  • Perform other duties as assigned.


Design & Planning
  • Maintain and manage architectural documents using construction software tools.
  • Lead space planning efforts including office layouts and furniture reconfigurations.
  • Conduct preconstruction reviews of design drawings to ensure alignment with university and design intent.
  • Review design documents throughout all construction phases to ensure quality and compliance.
  • Maintain and update campus building standards documentation.
  • Collaborate with Facilities Management on Campus Needs Assessment (CNA) and in-house projects.


Permitting & Compliance
  • Facilitate and track the building permitting process for all projects.
  • Review and approve project submittals for accuracy and compliance.
  • Ensure compliance with security protocols and that data and systems have adequate backups; promote best practices among team members.


Operational Support & Strategic Initiatives
  • Support initiatives to reduce costs, simplify operations, and prioritize locally supported services (Reduce/Simplify/Locally Supported initiative).
  • Identify, track, and resolve escalated incident issues related to construction and facilities operations.


Additional Responsibilities
  • Experience with Change, Incident, and Problem management processes.
  • Experience with Drafting, Bluebeam, and Autodesk software's preferred.
  • Exceptional oral and written communication skills.
  • Basic understanding of and experience working in large-scale structured operation.
  • This job is operated in a professional office environment.
  • To successfully perform the essential functions of the job there may be physical requirements which need to be met such as sitting for long periods of time and using computer monitors/equipment.


Minimum Qualification and Experience Requirements
  • Bachelor's degree in a related field (e.g., Architecture, Construction Management, Facilities Planning, Interior Design) or equivalent professional experience (minimum of 5+ years) in a large, structured operational environment.
  • Technical training or formal education in Computer-Aided Design (CAD) and Interior Design.
  • Minimum of 3-5 years of experience in facilities planning, construction management, space coordination, or related roles.
  • Proficient in using construction project management tools and architectural software systems.
  • Strong understanding of design principles, space utilization, and construction documentation.
  • Excellent project coordination, organizational, and interpersonal skills.
  • Ability to work collaboratively with diverse teams and manage multiple projects simultaneously.
  • Familiarity with permitting processes, building codes, and campus master planning is a plus.

Approximate starting salary: $74,000 - $96,000. The wage offered could be above or below range based on education and experience as it relates to the job description.
