Description and Terms of Employment

This recruitment is open to all qualified applicants, and we strongly encourage those who have already graduated from a Wisconsin police academy and are either a currently certified Wisconsin police officer or have graduated from a Wisconsin police academy within the last year to apply.

Chosen candidates will also be required to successfully complete oral interviews, a physical agility test, a medical examination, a psychological examination, drug screening, and a background investigation. The selected candidate must complete an 18-month probationary period.

Per the current labor agreement, City of Monona police officers are required to reside in Dane County, within 50 miles of Monona City Hall. This residency requirement must be fulfilled by the end of the officer's 18-month probationary period. Lateral transfers are possible at the discretion of the Chief.
Duties and Responsibilities

The following duties are normal for the position. These are not to be construed as exclusive or all-inclusive; other duties may be required and assigned.
  • Conducts routine preventive patrol in designated areas of the City; patrols residential/business areas for detection of violators; initiates contacts with both business operators and residents; maintains an open line of communication within the community;
  • Responds to calls for police service;
  • Provides information and/or assistance to the public (this is a community service-oriented community)
  • Investigates traffic accidents, enforces traffic violations, conducts driver intoxication investigations, conducts criminal and non-criminal investigations, performs surveillance, conducts follow-up investigations;
  • Enforces Federal, State and local laws;
  • Prepares written reports, forms, and other documents as required;
  • Testifies in criminal and civil court proceedings; gives depositions.

Qualifications
The following are minimum qualifications for this position. Those who do not meet the minimum qualifications will be rejected from consideration.
  • Must be at least 18 years of age;
  • Must be a citizen of the United States;
  • Must have a high school diploma or equivalent;
  • Must have a valid Wisconsin driver's license (or the ability to obtain a Wisconsin driver's license if one is not held), along with a good driving record;
  • Must have no felony convictions (unless pardoned);
  • Must have no domestic abuse convictions;
  • Must have the ability to speak and understand the English language;
  • Must be in good physical condition;
  • Must have vision correctable to 20/20;
  • Must have 60 college credits or the ability to obtain 60 credits within 4 years of hire.
  • Must be a current certified Wisconsin police officer or a Wisconsin police academy graduate within the last year.

Knowledge and Abilities
Qualified candidates must possess the following knowledge and abilities:
  • Must have the ability to possess a firearm and skills to safely handle a firearm;
  • Must be able to react quickly and effectively to stressful situations;
  • Must have the ability to exercise discretion when investigating complex and/or sensitive crimes.
  • Must have knowledge and skills in operating computer systems;
  • Must have the ability to handle several tasks simultaneously;
  • Must have the ability to use all standard law enforcement equipment;
  • Must have excellent verbal and written communication skills;
  • Must be able to work different shifts, including evenings, weekends, and holidays.

A generous and comprehensive benefits package is available to City of Monona police officers:

Health Insurance: two plan options available through Quartz Benefits -- a no-deductible HMO plan or a high-deductible plan. The City pays 90% of the premium for single or family coverage plus 75% of the employee deductible for those who choose the high-deductible plan. Quartz has a large network of local providers which includes UnityPoint Health and UW Health.

Dental and Vision Insurance: coverage provided through Delta Dental/Vision. The City pays 100% of the premium for single or family coverage.

Retirement: the City contributes a defined employer share (15.01% in 2025) to the Wisconsin Retirement System, the State of Wisconsin's pension plan for state and local government employees. The City also sponsors an additional 457 plan option through Mission Square Retirement.

Life Insurance: provided through the State of Wisconsin Group Life Insurance Program, the City contributes to the premium for insurance up to 2x annual salary. Employees can purchase insurance up to 5x their annual salary, plus spouse and dependent coverage, at their own expense.

Income Continuation Insurance: also provided through the State of Wisconsin's plan, this benefit provides income replacement for up to 75% of current salary for a short-term disability. The City provides this benefit with a 6-month elimination period. More insurance and shorter elimination periods can be purchased at the employee's expense.

Vacation: paid vacation is provided on a vacation schedule beginning with 7 days during the first year of employment, 13 days in years 1-6, 18 days in years 7-16, 24 days in years 17-20, and 27 days after 20 years.

Sick Leave: one day of sick leave is provided per month with the ability to accumulate and convert up to 105 days of unused leave at retirement.

Paid Parental Leave: new parents receive 2 weeks of fully-paid leave for the birth, adoption, or foster placement of a child.

Family Care Paid Leave: employees are eligible for a supplemental benefit of up to 2 weeks of paid leave to care for a close member during a serious medical situation.

Holidays: 7paid holidays plus 4 floating holidays are provided each year.

Flexible Spending Plan: the City sponsors a flexible spending plan through TASC.

Family Pool Pass: full-time employees receive a free family pass for Monona's outdoor swimming pool.
