Summary Description: The Manager, Reliability Compliance reports to the Director, Environmental and Transmission Compliance. This position is responsible for the execution and oversight of NCEMC's overall strategy related to Electric Reliability Organization (ERO) compliance including adherence to its ERO Compliance Plan. The Manager, Reliability Compliance will act as the NCEMC ERO Compliance Plan Manager and be instrumental in maintaining the systems that facilitate compliance with all applicable regulations. This position will also periodically advise member cooperatives on reliability compliance issues that may impact their operations. The Manager, Reliability Compliance will supervise the coordination of safety aspects for the NCEMC owned and operated assets, the HQ building, and the TEMA facility.

Academic and Trade Qualifications: A bachelor's degree in engineering, science or business is required with a professional certification, such as a P.E. license, being highly desirable. A master's degree in a related field is preferred. Strong consideration will be given to relevant work experience which may substitute for academic qualifications.

Work Experience: At least ten (10) years of progressive electric utility experience is required with preference given to work in the regulatory compliance arena. Advanced degree(s) and professional engineering licensure may be substituted for years of experience. Project management experience, including budgeting, reporting, and personnel supervision, is required. Team leadership is a plus. Specific experiences with NERC/SERC reliability standards, NCUC requirements, and regional transmission planning are highly desired. The successful candidate must have a working knowledge of regulatory processes and familiarity with federal, regional, and state agency rules and procedures. Compensation for the position is commensurate with experience.

Responsibilities:
  • Reliability Compliance
    • Oversee reliability compliance activities and ensure the timely completion and submittal of required documentation, self-certifications, or other information required by regional entities and/or federal regulators
    • Lead the NCEMC ERO Compliance Team which is made up of multidisciplinary subject matter experts (SMEs) and other staff focused on reliability objectives:
    • Ensure that the SMEs are competent, proactive, engaged, and well-trained in their areas of expertise
    • Manage a system that documents all aspects of reliability compliance and can readily be available for internal review and regulatory audits
    • Administer the SME preparation of evidence used to document and demonstrate NCEMC compliance with NERC standards including policies, procedures, and practices as they apply to NCEMC, and its member EMC owned facilities
    • Serve as the primary point of contact for all regulatory and internal reliability audits, potential compliance violations, self-reports, or other compliance coordination with outside entities
    • Monitor reliability regulatory activity on a federal, regional, and state level
    • Manage the NCEMC review, commenting, and voting process for proposed new reliability standards and regulatory filings
    • Administer the NCEMC process to disseminate NERC Alerts within NCEMC and to the participating member EMCs and manage any necessary actions or responses
    • Act as primary point of contact with member EMCs for NERC/SERC compliance related activities
    • Collaborate with the NAGF, ACES and NRECA on reliability compliance issues affecting NCEMC and other entities
    • Serve as the lead planner and internal/co-op staff coordinator for participation in the NERC GridEx exercise
  • Compliance Program Management
    • Serve as the NCEMC ERO Compliance Plan (Plan) Manager
    • Review and maintain the plan document and update it as necessary for approval by the NCEMC Compliance Officer
    • Provide annual ERO compliance program and system training for all SMEs and individuals responsible for completing reliability compliance tasks on behalf of the organization
    • Coordinate periodic third-party audits as required by the Plan
    • Complete the annual review of the Plan and report findings to the NCEMC Compliance Officer
    • Determine appropriate training requirements for NCEMC and participating member EMC staff:
    • Ensure that required NCEMC staff training is completed and documented
    • Administer and document required periodic training for participating member staff
    • Prepare metrics that measure the effectiveness of the ERO compliance program
  • NCEMC Safety
    • Supervise the Safety Coordinator
    • Set goals and objectives for the position that coincide with corporate strategies
    • Manage his/her work efforts and hold them accountable for the results
    • Provide periodic feedback and coaching including completion of the annual performance evaluation process
    • Facilitate professional development and periodic training to ensure the Safety Coordinator is well-versed in current safety regulations and best practices
  • Supporting Roles:
    • Represent NCEMC and cooperative interests by participating in various SERC conferences, workshops, committees, and work groups as appropriate
    • Advise internal stakeholders regarding potential cost impacts due to reliability regulatory changes
    • Manage relationships with outside entities to meet the objectives of company-specific projects
  • Reporting
    • Ensure that all regulatory required reporting is completed accurately and submitted to the appropriate agencies prior to the deadlines
    • Develop and deliver periodic reports on workplace activities as directed by the Director, Environmental and Transmission Compliance or senior management
    • Create presentations and/or writeups to update NCEMC management and cooperative leadership on the reliability compliance activities of the organization
  • General
    • Assist with the annual work plan and budget preparations of the organization
    • Maintain professional development to ensure expertise in the reliability compliance field
    • Periodically present work activities at corporate or industry events
    • Perform other duties as assigned by the Director, Environmental and Transmission Compliance or senior management

Job Knowledge:
  • Maintain up-to-date knowledge of reliability compliance standards and NCUC regulations
  • Maintain up-to-date knowledge of industry conditions including strategic policies and corporate goals
  • Possess a detailed working knowledge of personal computers, including various software applications as SharePoint expertise is necessary to ensure success. Proficiency in Microsoft Office products, including Word, Excel, and PowerPoint is required. MS Teams and Asana software skills are a plus.

Relationships and Contacts:
  • Reports to: Director, Environmental and Transmission Compliance and is accountable to them for results achieved
  • Directs: Supervises the Safety Coordinator and manages his/her work efforts; leads the ERO Compliance Team of highly technical subject matter experts who may report to other managers within the organization; directs interns and external vendors or consultants as necessary
  • Internal Relationships: Shall build and maintain internal relationships within NCEMC departments necessary to achieve the purpose of the position and the desired results
  • External Relationships: Shall build and maintain external relationships necessary to achieve the purpose of the position and the desired results. This includes other utility entities, regulatory agencies, vendors, consultants, and contractors to maintain corporate reliability compliance excellence.

Working Conditions: Normal office and/or remote work conditions with occasional overtime required; travel to plant sites, member facilities, industry meetings, and various other locations may be required. NCEMC's current acceptable hybrid work schedule is three (3) days in the office and two (2) days remote to be mutually agreed upon between the employee and supervisor.
