Job Description
The Capital Planning and Implementation section is seeking to fill two Senior Engineer positions in the Capital Planning unit.
Reporting to the Manager, Capital Planning, one Senior Engineer will be primarily responsible for developing and leading a program to forecast required capital investment needs across Toronto Water's facility and non-linear infrastructure, valued at more than $9.6 billion. Another Senior Engineer will focus primarily on monitoring and analysing market trends and pricing to ensure project cost estimates are realistic and align with industry tends, supporting Toronto Water's more than $17 Billion 10 Year Capital Works Program. Both Senior Engineers will make strategic recommendations regarding the allocation of capital funding and project priorities.

Key Qualifications:
Must be a qualified engineer as defined by Professional Engineers Ontario, in good standing, with a post-secondary education in engineering with a specialization pertinent to the job responsibilities. Considerable experience in any one or more of the following areas for complex public infrastructure: the preparation of project cost estimates and budgets; forecasting capital project delivery; asset management and needs assessment; operation of public infrastructure; the delivery of complex capital works. Considerable experience in the use of MS Office, ArcGIS, work management systems, project management software. Excellent analytical, conflict resolution and problem-solving skills. Ability to function as a fully accountable program leader and to maintain strong working relationships with a wide variety of internal stakeholders. Excellent communication, interpersonal and analytical skills to write reports, briefing notes, terms of reference for consulting assignments, reports to Committee and Council, responses to inquiries from internal stakeholders and presentation abilities. Fundamental knowledge of federal, provincial, and municipal regulations, policies and guidelines related to the job (e.g. Occupation Health & Safety Act) and applicable to water, wastewater and stormwater systems, infrastructure planning and management.

Job Description

Major Responsibilities:
- Determines long term infrastructure investment requirements for water, wastewater, and stormwater infrastructure to meet long term growth needs, to improve operational efficiency and to sustainably address state of good requirements.
- Undertakes complex financial analyses related to water and wastewater programs and makes recommendations on program changes and divisional priorities (particularly related monitoring industry pricing and impacts on future works).
- Liaises with and coordinates input from other sections, divisions, and other stakeholders in the development of the Division's Capital Budget and Plan.
- Leads and collaborates in the development of multi-year capital programs
- Monitors capital project expenditures, identifies cash flow needs and projects year-end actuals.
- Leads staff and consultants to deliver studies, projects and programs related to infrastructure management and master planning for Toronto Water facility infrastructure.
- Prepares capital business cases, project charters, RFP, RFQ, REOI, terms of reference, scope of work for consultant assignments including selection and direction of consultants undertaking professional services for Toronto Water.
- Leads or participates in multi-disciplinary project teams, supervises/directs internal staff, and acts as a mentor to colleagues.
- Prepares technical reports, Committee and Community Council reports and content for public education/communication purposes, as may be required
- Performs other related duties as assigned.
