General Description
Provides leadership and oversight for the Pupil Transportation, Planning, Facilities/Maintenance, Construction, and Safety/Security Departments. Performs work independently under general public policies. Decisions and actions impact the entire system and may require extensive evaluation to determine effect; directs and evaluates administrative and professional staff engaged in supervision at departmental levels; requires extensive judgment and initiative.

Numerous memoranda and reports for the Superintendent, School Board and Board of Supervisors.
Equipment Operation:

Contacts are made at all levels within and outside the school system and may require the handling of highly sensitive information with the general public and CCPS employees.
Work Direction/Supervision:
Director of Pupil Transportation, Planning Administrator, Director of Facilities, Director of Construction, Assistant Director for Safety and Security, and Administrative Assistant Senior.
Decision Making:
Has authority to make independent decisions that would directly affect the ability of the school system to meet its goals and objectives; has signature authority for the Superintendent and is a designated agent of the School Board. The position interprets federal and state law as well as county and school board policies and procedures.
Formal Policy-Setting Responsibilities:
Coordinates, directs and monitors policy development for all areas of responsibility, including communication to schools and departments.
Physical Demands:
While performing the duties of this job, the employee is regularly required to use hands and fingers; reach with hands and arms; handle paper files, records, computer and equipment controls; talk and hear. The employee is required to stand, walk, sit and drive. Specific vision abilities required by this job include close vision, distance vision and depth perception.
Work Environment:
The employee regularly works in an office environment. The noise level is quiet to moderate.
Qualifications
Extensive administrative and managerial knowledge and experience to plan, forecast, organize and direct multiple complex organizational components; ability to handle sensitive and confidential information; ability to supervise and evaluate others performing professional or administrative work. Knowledge of negotiation strategies, strategic planning and conflict resolution; must possess highly developed interpersonal, problem-solving, decision making and leadership skills; ability to communicate effectively, both orally and in writing; ability to manage and work as part of a team to accomplish the division's mission and goals. Skilled in time management and organization with proven attention to detail. Knowledge of local, state and federal rules and regulations regarding pupil transportation, facilities and construction management and of the formal bidding process. Proven track record of operational effectiveness and efficiency to complement the academic mission.
Requirements
Advanced degree with a concentration(s) in engineering, finance, personnel and/or general administration. Requires 10 plus years of direct oversight of multi-unit operations and project management of multiple/complex projects.
Courses with content in the following areas are desirable: Budgeting and Financial Management Concepts and Practices; Business and Personnel Management; Quantitative Methods; Administrative Practices; Computer Information Processing and System Management, Construction and Building Facilities.
Valid VA Driver's License. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.

Essential Job Functions:
- Daily communication with the Division Superintendent and Deputy Superintendent in regard to day-to-day operational activity of the school division and regular communication about strategic deployment of resources.
- Works collaboratively with the Division Superintendent, Deputy Superintendent, and other Chief Officers on the operations of the school division.
- Oversees design and construction services for new school facilities, additions to existing schools, renovations, and minor facilities improvements.
- Coordinates, directs and monitors the Construction Department in designing and constructing facilities with Capital Improvement Program (CIP) bond and capital reserve funds.
- Oversees Major Maintenance projects to replace or renovate major building systems as they approach the end of their useful life.
- Coordinates, directs and monitors all areas of the Facilities Department to include preventive maintenance services, response to maintenance work orders, custodial services, warehouse and overall intra-County mail and delivery services.
- Coordinates, directs, and monitors the Office of Safety and Security in enhancing student and staff safety.
- Coordinates, directs and monitors Pupil Transportation in providing efficient and safe transportation for students.
- Coordinates, directs and monitors Planning Department in developing system-wide enrollment projections, student yield information, capacity studies, reports and information for Planning Commission and Board of Supervisors regarding growth.
- Leads redistricting studies to offer options for attendance zones for new schools or groups of existing schools.
- Ensures that all departments operate within annual fiscal budgets. Plans for future budgets across all operations departments.
- Represents the division and/or superintendent at various meetings and functions.
- Coordinates councils, task forces and committees; prepares and presents material at School Board meetings.
- Responds to constituent queries, media requests and Freedom of Information Act requests.
- Performs other duties as assigned.
