Why this job matters:

Direct the administration of legal services. Provide legal counsel and guidance to company management and business units regarding complex legal matters related to day-to-day business operations. Ensure programs, plans, and policies align with legal requirements and the company's philosophy and objectives.

What you will do:
  • Provide legal advice and counsel in complex and diverse matters affecting day-to-day business operations. Provide legal support to business units including Sales, Underwriting, Actuarial Services, Claims, Membership/Enrollment, and Communications. Provide legal support for the implementation of federal and state legal/regulatory requirements. Ensure awareness of and compliance with applicable state and federal laws.
  • Draft, review, and negotiate insurance and self-funded administrative services contracts as well as agreements supporting other company offerings.
  • Provide support in the development of regulatory strategy or actions. Assist in the coordination and submission of annual regulatory filings in support of company products. Oversee drafting, negotiation, and filing of legal documents with appropriate regulators to ensure compliance with state and federal statutes and regulations. Serve as a point of contact with applicable regulators and government officials in order to resolve regulatory matters, and to represent the company position.
  • Assist in the research, review, analysis, drafting, and approval of various documents, contracts, policies, procedures, and obligations to which the company is or may become a party.
  • Perform other duties as assigned.

What you need to succeed:
  • Juris Doctor Degree from an accredited law school as well as admission to appropriate federal and state bar association
  • Seven to ten years of broad-based legal experience in a myriad of legal subjects
  • General knowledge of corporate law as it pertains to the health insurance or managed care industries
  • Knowledge of legislative and regulatory law
  • Knowledge of corporate governance laws and trends
  • Knowledge of federal and state regulations related to privacy, confidentiality, security, and protection of health information
  • Ability to collaborate while dealing with complex situations
  • Ability to think creatively and to drive innovation
  • Ability to influence up and across the organization
  • Ability to motivate, lead and inspire a diverse group to a common goal/solution with multiple stakeholders
  • Ability to convert business strategy into action oriented objectives and measurable results
  • Ability to develop and manage a budget
  • Strong negotiating, influencing, and consensus-building skills
  • Ability to mentor, coach and provide guidance to others

The extras:
  • Three or more years legal experience in healthcare including HIPAA, ERISA, COBRA, federal and/or state insurance reforms and state regulatory experience


Location:

BCBSRI is headquartered in downtown Providence, conveniently located near the train station and bus terminal. We actively support associate well-being and work/life balance and offer the following schedules, based on role:
  • In-office: onsite 5 days per week
  • Hybrid: onsite 2-4 days per week
  • Remote: onsite 0-1 days per week. Permitted to reside in the following states, pending approval from the Human Resources Department: Arizona, Connecticut, Florida, Georgia, Louisiana, Massachusetts, North Carolina, Oklahoma, Rhode Island, South Carolina, Texas, Virginia
