Satellite Mission Planning and Scheduling Systems Engineer
This "Satellite Mission Planning and Scheduling Engineer" position with ASRC Federal Data Networks Corporation (DNC) on the Engineering and Mission Operations Support Services VI (EMOSS-VI) contract will support National Oceanic and Atmospheric Administration (NOAA) satellite missions as-assigned, in support of the Office of Satellite and Product Operations (OSPO) client based at the NOAA Satellite Operations Facility (NSOF) in Suitland, MD. This position will report to the EMOSS-VI Program Manager and will directly support the Low-Earth-Orbit (LEO) and Geostationary Operational Environmental Satellites (GOES) Technical Leads as circumstances and schedules require.
Position requires application of knowledge and skills to wide areas such as: space and ground segment system engineering with an emphasis in mission planning and scheduling systems. A key focus of this position is to optimize and increase automation of the Enterprise Automated Scheduling Implementation (EASI) system in support of Joint Polar Satellite System (JPSS), Space Weather Follow-on (SWFO) and Geostationary Operational Environmental Satellites - R (GOES-R) satellite operations. Candidate must possess excellent written, verbal and presentation skills. A proven record in coordination and leadership initiatives in the satellite operations environment is required.
That candidate will perform activities involving the production and execution of Mission Plans, Schedules, and activities associated with operation, tasking, and tuning of mission assets. The candidate will participate in integration and test and contribute to the development and verification of mission operations plans and procedures. The candidate will participate in the operational validation of the ground segment, including interface tests, end-to-end tests, mission simulations and transition-to-operations.

- Produce an integrated schedule of non-conflicting, coordinated ground and space segment operations
- Build Stored Command Loads (Relative and Absolute Time Sequences)
- Generate Ground Pass Scripts for Automation
- Understand how automation of nominal supports is driven with pass scripts generated by the scheduling system
- Understand how pass scripts conform to script formats used by the satellite ground system command and control system
- Understand how the ground system reads the pass scripts using scripted procedures developed by the Mission Operations Team.
- Understand how once the pass script is read successfully, the ground system will queue each of the scheduled activities as defined in the pass script.
- Ability to provide technical solutions to complex mission management problems is required.
- Ability to work with minimal supervision following established procedures and the ability to determine new solutions to mission situations is necessary.
- Must be able to interact with multiple customers, both on and off-site.
- Develops detailed plans and procedures to provide maximum mission support in areas such as system collection, mission execution, and performance analysis and optimization.
- Perform troubleshooting and analysis during anomalies, including problem identification and resolution
- Propose new or execute improvements to tools that will increase long term reliability, monitoring, and anomaly detection capability.
- Develop and improve ground system products used to command, control, communicate and monitor the spacecraft and ground system.
- Support various ground system software testing and verifications.
- Participate in integration and system testing of NOAA equipment.
- Coordinate deployments to operational system
- Co-plan and coordinate execution of Operations Regression Tests and report results
- Co-plan and coordinate execution of Parallel Operations Tests and report results
- Participate in reviews and design Technical Interchange Meetings (TIMs)
- Perform training of NOAA operations control center personnel
- Develop and maintain processes that enable coordination among satellite operations personnel branches for fulfillment of the NOAA mission.
- Provision of 24/7 on-call contingency support to real-time operations.
- Preparation of regular reports and liaison with internal and external personnel.
- Position will provide a historical overview of problems to assist in decision-making relative to operations effectiveness, process, or procedural changes over time.
Knowledge, Skills and Abilities
- Bachelor's degree and minimum of eight years' satellite operations and engineering experience.
Highly Desired:
- Experience in software testing and validation
- Experience using multiple operating systems, including Unix, Windows, and RedHat.
- Proficiency or knowledge of industry programming languages, such as C++, Visual basic, PERL, JAVA, Fortran, Python.
- Advanced use of Excel, Visio, PowerPoint, Access
- Experience in application of incremental process improvement initiatives in a satellite operations environment.
- Experience in configuration management practices, using the baseline control approach to operational changes.
- Ability to create and conduct informative and high-quality presentations on complex operational subjects.
- Experience with creating and maintaining satellite operations documentation.
- Experience with performing mission-assurance and quality control practices.
