  • The expected salary range for this role on hire is $81,122 - $122,854.
    WHO WE ARE

    Montgomery County's (OCP) helps protect Montgomery County consumers by investigating and resolving consumer complaints, licensing and registering businesses and engaging in consumer education and outreach. Our office was established in 1971, and we are proud to have earned national recognition. OCP is responsible for enforcing consumer protection laws (Chapter 11 of the County Code), which prohibit unfair and deceptive business acts to ensure a fair marketplace for consumers and businesses.
    WHO WE ARE LOOKING FOR
    The Office of Consumer Protection is seeking a motivated to lead the Business Education and Registration (BEAR) unit. Utilizing a strategic perspective and team-oriented approach, this position supervises three full-time employees (Program Specialists, Administrative, and Licensing staff members) to implement and maintain business registration and compliance efforts.
    Ideal candidates have thorough experience and abilities to include:
    • Proven leadership in managing complex regulatory programs and cross-functional teams.

    • Demonstrated experience and proficiency in using no-code/low-code platforms to streamline operations.

    • Researching, interpreting, and drafting legislation, laws, regulations, statutes, and policies

    • Demonstrated experience in licensing, registration, and business compliance initiatives.

    • Effective communication and stakeholder engagement abilities to drive business education and regulatory compliance.


    What You'll Be Doing
    This position leads business registration, licensing, and compliance initiatives within the Office of Consumer Protection. The major areas of focus are:
    • Direct supervision of the Business Education and Registration (BEAR) unit responsible for the registration and licensing of: motor vehicle repair facilities; towing businesses; second-hand personal property sellers; commercial parking lots; new home builders & sellers, including waivers for homeowners acting as contractors; radio, television, and electrical appliance installation and repairs.

    • Drafting, reviewing, and updating laws, regulations, and policies relevant to consumer protection and business registration/licensing.

    • Continuous process improvements; customizing and streamlining workflows; automating tasks and enhancing efficiencies.

    • Developing, enhancing, and modifying no code/low code solutions.

    • Performance monitoring and data analysis: Utilizing data analytics and key performance indicators (KPIs) to monitor program effectiveness.

    • Risk management and compliance oversight: Proactively identifying potential risks within registration processes and implementing mitigation strategies to uphold compliance and protect consumer interests.

    • Collaboration with senior management to design and execute strategic plans that enhance business education and registration processes.

    This position requires the ability to attend meetings or perform work at locations outside the office.

    Minimum Qualifications
    Education: Graduation from an accredited college or university with a Bachelor's Degree.

    Experience: Thorough five (5) years professional experience in a program/specialization area directly related to licensing, registration, compliance, and/or business education/outreach.

    Equivalency: An equivalent combination of education and experience may be substituted.
    Preferred Criteria, Interview Preferences
    All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified," placed on the Referred List, and may be considered for an interview.
    Preference for interviews will be given to applicants with experience in the following:
    • Prior supervisory experience.

    • Extensive knowledge of county, state, and federal laws governing business registration, licensing, and consumer protection, coupled with advanced problem-solving and communication skills.

    • Proven experience in managing teams, developing performance plans, setting goals, and ensuring staff alignment with organizational objectives.

    • Experience ensuring compliance with county, state, and or federal laws and regulations while managing risks associated with business registration and consumer protection activities.

    • Exceptional analytical abilities to assess complex regulatory and operational issues, with a proven track record of resolving conflicts and developing strategic solutions.

    • A demonstrated ability to adapt to changing regulatory environments and organizational needs, with a history of introducing innovative solutions to improve operational efficiency and effectiveness.

    • Proven experience in creating, initiating, and conducting business education sessions and developing educational materials to ensure businesses are informed of registration requirements, compliance standards, and best practices.

    Leave Benefits

    Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year.
