Brief Job Description:

This position is a part of Child Care Regulation (CCR) and will be supervised by the Director of the Unregulated Operations Unit.

This position supervises a unit of state-wide program specialist V, CCR Navigator staff who are responsible for working with child care applicants to support the expansion of regulated child care. This position oversees the development and training of CCR Navigators to ensure they assist prospective new child care providers in understanding CCR's regulatory requirements, understanding how city ordinances may impact child care, and in accessing resources available to assist new child care operations build and sustain a child care business.

This position regularly works with the CCR management team to develop strategies and analyze requirements of an interagency contract to achieve the outlined deliverables. This position will identify and build community partnerships, compile resources, coordinate with media relations on targeted messaging, collect and analyze data. This position must be able to work independently, analyze complex problems, develop effective solutions, and use discretionary judgement. The position provides important information and makes decisions related to project scope, timelines, CCR policies and strategies. This position interacts with other state agency staff and state, regional and local stakeholders.

This position will travel across large geographical areas. Travel: 35%

This position will be a full-time telework position and may be located statewide.

Essential Job Functions (EJFs):

- Hires, and provides direction, training and support to Program Specialist V (Navigator) staff; 40%

-Identifies and builds partnerships with local and regional child care provider support services and associations; 20%

- Compiles data, creating reports and analyzing information demonstrating the effectiveness of Navigator work, services offered, permit issuance, and sustainability. 10%

- Oversees the development and implementation of Navigator guidelines and procedures, making policy and procedure recommendations and monitors compliance. 10%

- Identifies and compiles resources and information related to regulated child care, including funding sources, small business development and start-up costs, training and skills development, recruiting and hiring, regulatory and local requirements, sustainability sources, and mentoring and support organizations; 5%

- Coordinates with HHSC Media Relations on targeted messaging and outreach aimed at expanding child care capacity; 5%

- Coordinates with state and regional businesses and vendors for discounts or donations of goods and services to aid and allow prospective providers to begin operation; 5%

- Prepares and conducts presentations and training related to the Navigator work and child care expansion efforts. 5%

Registrations, Licensure Requirements or Certifications:

Valid Driver's License

Initial Screening Criteria:

Graduation from an accredited four-year college or university. Experience and education may be substituted for one another on a year-for-year basis.

1 year of experience working as a Program Specialist V (Navigator), preferred.

3 years of experience working in early learning or a regulated child care setting, preferred.

Experience in supervision, management, or leading projects, preferred.
