Under direction of the Deputy Group Executive - Neighborhood Development (Jobs & Economy), the Program Manager Analyst IV - Public Private Partnership Manager IV is a senior-level professional located within the City of Detroit Mayor's Office, Jobs and Economy Team. The Program Manager Analyst IV - Public Private Partnership Manager IV manages and directs a staff of Project Managers, who advise on the evaluation of permitting, licensing and land use matters relating to economic development projects across the City.

The Program Manager Analyst IV - Public Private Partnership Manager IV manages and directs a staff of Project Managers, who advise on the evaluation of permitting, licensing and land use matters relating to economic development projects across the City.
Examples of Duties
- Report to the Department Director or designee regarding development activity in the City, progress toward ground-breakings, and/or execution of land sales.
- Collaborate with other departments and institutional partners to promote transformational projects that align with strategic priorities and comply with City and departmental policies.
- Assign work and supervise a team of Project Managers
- Hire staff to fill vacancies, provide for adequate training, and issue discipline as needed.
- Provide guidance and support to staff on complex issues.
- Serve as lead land use specialist for developers and businesses navigating City processes.
- Coordinate and meet with representatives from other City departments and CDFI's to ensure broad community alignment with the City's goals in economic development, including those involved in the Strategic Neighborhood Fund, as well as other City initiatives.
- Responsible for ensuring the integrity of pipeline data collection.
- Support the Deputy Group Executive in preparing, and managing an annual budget for the divisional team salaries, overhead, and program delivery costs.
- Create and edit as necessary Job Specifications for the members of the Project Manager team.
- Review performance, and create work plans for staff, providing adequate training and tools for them to accomplish their agreed upon goals, and create Performance Improvement Plans as needed to address performance issues among staff.
- Lead team meetings, organize and facilitate the sharing of information for use by the Department's leadership.
Minimum Qualifications
Qualifications (required):
- Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.
- Minimum of five (5) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data is required.
- One (1) year experience in a supervisory capacity over program analyst professionals.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
Qualifications (preferred):
- Minimum of seven (7) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data .
- Three (3) years experience in a supervisory capacity over program analyst professionals.
- Master's degree in one of the above fields.
