Job Description

Tidewater Community College has served South Hampton Roads - both students and employers - for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC's institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.

POSITION SUMMARY:

Under the direction of the Associate Vice President for Sponsored Programs and Center for teaching Excellence the Apprenticeship Program Director is responsible for the overall efforts of the Office of Apprenticeships and Employer Partnerships. The Office of Apprenticeships and Employer Partnerships is a centralized department for employer partners to receive assistance with admissions, enrollment, advising, billing, and all other TCC functions related to their apprentices at the college. The office is responsible for developing and sustaining substantial relationships with national, state, and regional partners across varying industries including shipbuilding/repair, advanced manufacturing, early childhood education, IT/cybersecurity, business administration, HVAC and other industries. The Apprenticeship Program Director actively promotes the expansion of pre-apprenticeships and registered apprenticeships in the region while providing existing employer partners with the institutional services necessary to sustain the effective delivery of apprenticeship-related instruction (ARI). Outreach activities target both candidates seeking apprenticeship opportunities and employers seeking consultative services to facilitate program development and the formal registration process. As the central point of contact for employers relying upon Tidewater Community College for the delivery of ARI, the Director communicates course needs and coordinates course scheduling with the responsible Academic Deans and faculty, processes apprentice enrollment in coordination with the responsible enrollment services personnel on each campus, and facilities the third-party billing process. Additionally, the Apprenticeship Program Director provides supports with student/apprentice progression and completion. The Apprenticeship Program Director will oversee the development and implementation of large projects and programs at TCC such as pre-apprenticeships and TCC sponsored apprenticeship programs. This position will often travel to regional events to attend, participate in, and speak at, related apprenticeship and workforce development events as a regional subject matter expert. The Apprenticeship Program Director will maintain and provide oversight of any budget associated with the Office of Apprenticeships and Employer Partnerships as well as maintain and provide oversight of grants awarded to TCC for apprenticeship related activities. The office will provide support to academic departments and students with internships and other work-based learning opportunities.

FUNCTIONAL RESPONSIBILITIES:1. Create and sustain the college-wide vision, goals, policies, and outcome metrics for the strategic priority of apprenticeships and employer partnerships
2. Provide strategic leadership for creating, developing, and sustaining new program partnerships such as pre-apprenticeship programs and TCC-sponsored apprenticeship opportunities
3. Support marketing and outreach events including career fairs, conferences, symposiums, and stakeholder meetings
4. Understand and facilitate ARI course scheduling to include communication with employer partners, collaboration with academic deans and faculty, monitoring apprentice enrollments, and tracking program completion
5. Ensure compliance with all federal, state, and VCCS policies and procedures governing apprentice related instruction and student enrollment
6. Assume a leadership role and manage grant activities, track outcomes, and complete reports as required
7. Collaborate with college faculty and staff related to internships and work-based learning opportunities
8. Determine apprentice eligibility for Virginia Vocational Incentive Scholarship Program for Shipyard Workers and individual scholarship award amounts, then maintain accurate records and provide support with communication and financial obligations
9. Monitor and manage accurate and timely third-party billing records in partnership with the TCC business offices and employer partners
10. Develop, sustain, and oversee accurate methods for reporting apprenticeship related data including enrollment, student completion, scholarships, partners, curriculum programs, etc.
11. Oversee day to day operations, recruit, supervise, and evaluate assigned staff in the Office of Apprenticeships and Employer Partnerships
12. Perform other related duties as assigned

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

1. Knowledge of, and experience working with apprenticeship or similar workforce development programs.
2. Demonstrated ability to develop relationships and partnerships, facilitate and coordinate individual, small group, and large group meetings with minimal assistance: business meetings, advisory meetings, and student/parent meetings.
3. Ability to demonstrate attention to detail and effectively manage projects from concept development through program implementation.
4. Demonstrated ability to work independently, problem solve, prioritize workload, anticipate and meet deadlines, and respond to changing priorities.
5. Demonstrated ability to conduct research, draw sound conclusions, and report findings.
6. Proven ability to work as a team player appropriately exhibiting a positive attitude.
7. Demonstrated ability to supervise and evaluate staff while building and leading a highly effective team.
8. Ability to communicate effectively orally and in writing with a diverse public including drafting reports and correspondence, and producing effective oral presentations.
9. Ability to provide effective customer service to diverse internal and external constituents including students, college faculty and staff, employer partners, and external organizations.
10. Knowledge of and ability to use a variety of PC-based software including advanced features of word processing, presentation, spread sheet, data base, and communication packages.
11. Knowledge of college admissions and enrollments procedures, preferred.
12. Additional training in office procedures, office management, various software programs, and related topics preferred.
13. Experience with program management in a college setting and with workforce development activities strongly preferred.
14. Experience working with or in a registered apprenticeship program or as an instructor for related technical instruction preferred.
15. Master's degree from a regionally accredited college or university.
