PAY AND BENEFITS

Annual Pay Range: $80,518.41 - $108,700.30

Hourly Pay Range: $38.710776 - $52.259759

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Social Services Division is looking for a supervisor with solid leadership skills and a strong commitment to providing equitable services to the community to join the Developmental Disabilities Program as a Quality Assurance Program Supervisor.

The Quality Assurance Program Supervisor will have supervisory responsibilities for staff within the Developmental Disabilities Program, including coordinating and conducting employee training. This position will also be responsible for development, oversight, and implementation of our quality assurance activities, service equity plan, policies, procedures, and other special projects. T he Quality Assurance Program Supervisor will support the Developmental Disabilities Program in compliance with Oregon Administrative Rules (OAR's) around the delivery of services by implementing internal audit activities and through the development and maintenance of policies and procedures. Additional responsibilities include program support of the Intellectual and Developmental Disabilities Advisory Council, evaluating HIPAA compliance, identifying staff training needs, directing our customer satisfaction survey process, and leading state audit activities.

We are looking for an individual who has experience working with compliance and data analysis, an understanding of the Oregon Administrative Rules (OARs) that govern how services are delivered to individuals who experience Intellectual/Developmental Disabilities, and who is passionate about ensuring equitable access to services. A successful candidate will be engaging, creative, forward thinking, and able to develop and provide resources, training and guidance to support the Developmental Disabilities program at all levels.

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of six (6) years of experience working with a human service program or project, or other relevant experience that would likely provide the required knowledge and skills to perform the duties of this position; at least two (2) years must include experience in a lead, supervisory, or managerial role (civilian or military)
  • At least 3 years of experience in Developmental Disability Services
  • At least one (1) year of experience developing, revising, and implementing policies and procedures
  • At least one (1) year of experience conducting Quality Assurance and Improvement activities as a regular part of a job, independently and usually without review by supervisor, manager or senior employee
  • At least one (1) year of experience providing training to small and large groups
  • Demonstrated experience advancing equity in a workplace and/or community setting
Preferred Special Qualifications/ Transferrable Skills:*
  • Experience working in the field of Intellectual and/or Developmental Disabilities, including work with Oregon Administrative Rules (OAR's) that govern how services are delivered to individuals who experience Intellectual/Developmental Disabilities
  • Significant working knowledge and experience of best practices related to cultural competence, inclusion and equity, and experience with program planning, evaluation, and implementation of local, state and federal policies and practices on equity
  • Strong computer skills, including Word, Excel, Power Point
  • Experience with database access, particularly eXPRS, THERAP, Share Point

TYPICAL TASKS

Duties may include but are not limited to the following:
  • Coordination and supervision of professional and technical staff, including recommendations for hiring, termination, merit increases, disciplinary action, conducting employee performance evaluations, developing work plans, prioritizing and assigning work, allocating resources and developing schedules to accomplish program goals; conducts and/or facilitates staff training; program development.
  • Develop, implement, and oversee processes to ensure program compliance with state Quality Assurance measures for case management. This will include internal audits of client files from each case manager on an ongoing basis and development and oversight of customer satisfaction surveys. Prepare, review, interpret, and analyze a variety of information, data, and reports; make recommendations based on findings; maintain applicable databases, files, and/or records.
  • Oversee the implementation of our Service Equity Plan to ensure compliance with contractual obligations. Engage program leadership in the development and implementation of plan activities, and complete annual reporting to ODDS. Provide guidance, resources, support, and training to staff in this area, and recommend improvements to upper management.
  • Develop and oversee the process of creating, revising, and implementing program policies, practices, and procedures that ensure compliance with OARs, state statutes, and federal regulations.
  • Oversee I/DD Advisory Council activities.
  • Oversee HIPAA, privacy, and security practices. Ensure staff are trained annually and supported to report and follow up on any breaches.
  • Provide direction and oversight of special projects; seek opportunities for engagement and innovation. Prepare, review, interpret, and analyze a variety of information, data, and reports; make recommendations based on findings.


  • REQUIRED KNOWLEDGE AND SKILLS

    Working knowledge of: Applicable federal, state, and local laws, rules, ordinances, statutes, and regulations related to the delivery of developmental disabilities services in Oregon; Principles of equity, diversity, and inclusion; Supervisory principles and techniques; HIPAA, privacy, and security practices.

    Skill to: Engage communities, train and support staff, provide resources, and make recommendations for program improvement; Establishing and maintaining cooperative working relationships; Developing, organizing, revising, and implementing internal policies and procedures; Preparing and delivering oral presentations and training to groups; Use independent judgment, creativity, and resourcefulness to be innovative and lead special projects; Use auditing or quality assurance practices.

    WORK SCHEDULE

    This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off):
    • Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
    • This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
