JOB SUMMARY

Pacific Clinics currently seeks an experienced professional to join the agency as its Vice President/Senior Vice President of Equity, Culture and Belonging (ECB). A senior executive role, the individual will operate at the intersection of program development, employee engagement, change management and strategic implementation to promote equity, a healthy culture, and belonging (diversity, inclusion, and community) across all aspects of the organization.

In overseeing the Agency's statewide Equity, Culture and Belonging Office, responsibilities include but are not limited to developing and leading regional and statewide health equity and justice committees, employee engagement programs, workforce practices and policies with internal and external stakeholder groups. Responsibilities also include actively identifying and addressing systemic barriers to ensure equitable treatment and clinical service delivery for all individuals and families. The Vice President/Senior Vice President of Equity, Culture and Belonging reports to the Chief Public Policy & Advocacy Officer and works collaboratively with executive management to advance the Agency's strategic and ECB goals.

RESPONSIBILITIES AND DUTIES
  • Partner closely with the C-Suite and executive leadership team to demonstrate leadership and promote a shared Agency ECB vision, report progress to the Board and workforce as appropriate.
  • Develop and execute comprehensive and measurable ECB change management strategies, implementation plans, and a vision aligned with the Agency's goals.
  • Serve as the executive sponsor of all regional ECB committees, affinity groups and initiatives by convening leaders, implementing training, and developing policies and procedures.
  • Oversee and manage all ECB employee programs, including the ECB Coordinator Leadership program, We Care Spaces, Committees, Affinity Groups, and collaborate in regular Agency Town Halls.
  • Provide thoughtful, thorough, and data-driven analysis and recommendations to drive organizational functions for improvement, investment, and advancement of ECB goals.
  • Partner with Clinical Operations to ensure that programs and initiatives support client and employee needs that most directly impact our service delivery.
  • Partner with Fund Development to identify grant and revenue opportunities to gain experience and sustain ECB programs and initiatives.

OTHER DUTIES AND RESPONSIBILITIES
  • Facilitate or partner with subject matter experts (SMEs) to provide open dialogue and consultation to address timely areas of concern related to ECB.
  • Develop and implement the Agency's periodic ECB survey, including analyzing and communicating the results and action plans to the executive management and employees.
  • Develop new and/or update existing Agency policies, procedures, and practices in collaboration with policy owners (e.g., Human Resources, Clinical Operations, and Compliance) that advance ECB across the organization, such as advancing ECB across clinical services and workforce recruitment and retention.
  • Collaborate with the Chief Public Policy & Advocacy Officer to introduce or respond to legislation that drives health equity policy forward in California's various systems of care and at the federal level.

JOB SPECIFIC COMPETENCIES
  • Excellent written and verbal communication skills.
  • Proven ability to manage organizational change effectively, including navigating resistance or indifference and promoting buy-in for ECB.
  • Experience with building and leading diverse and multi-generational teams to foster collaboration across departments and geographies to achieve ECB goals.
  • Knowledge of relevant employment laws, government contract requirements and local, state, and federal regulations related to ECB in the workplace including an understanding of escalation requirements and risk mitigation issues.
  • The ability to flex and the ability to navigate complex situations.

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE
  • 5-8 years of experience leading, developing, and implementing successful and impactful ECB and/or health equity programs, campaigns, teams or related leadership initiatives including leading diversity, equity, and inclusion at an enterprise level.
  • Bachelor's degree in Sociology, Social Work, Political Science, Public Policy, Public Administration, Human Resources, Psychology, Organizational Development preferred.

OTHER SPECIFIC REQUIREMENTS
  • Must be based in California.
  • Hybrid position, with in-person team and agency meetings as needed.
  • This position requires travel approximately 25% of the time.
