The City of Richmond Police Department is seeking an experienced SQL Server Relational Database Administrator (DBA) to join the Department's Information Services unit in the position of Technology Coordinator (Agency). The Technology Coordinator (Agency) will be responsible for the implementation, configuration, maintenance, and performance of critical RDBMS systems to ensure the availability and consistent performance of the Department's applications. This is a "hands-on" position requiring solid technical skills, as well as excellent interpersonal and communication skills.
The successful candidate will be responsible for the development and sustainment of multiple mission critical relational databases, ensuring their operational readiness (security, health and performance), executing data loads, and performing data modeling in support of various in-house and commercial off the shelf (COTS) and must be capable of working independently and collaboratively.

Duties include but are not limited to

  • Installing and configuring database servers, and Relational Database (RDBMS) software
  • Database maintenance including monitoring, backup and recovery and patching.
  • Deploying database schema updates to production and Quality Assurance databases in support of system software updates.
  • Providing backup and recovery services; managing file systems and disk space.
  • Recommending and implementing system enhancements that will improve the performance and reliability of the system including installing, upgrading/patching, monitoring, problem resolution and configuration management.
  • Providing expertise in writing and editing queries that read, manipulate, and analyze data from business intelligence and relational databases
  • Writing and editing automated jobs that import and export data between systems.
  • Developing and documenting technical processes and procedures as needed.
  • Working with other developers to make sure that all data solutions are consistent.
  • Working with developers to review and approve database changes according to database design standards and principles.
  • Translating business requirements into system requirements and assess where support is needed relative to existing database system design.
  • Interacting, meeting, discussing, and troubleshooting issues with the users.
  • Reporting project status as required for all recurring and non-recurring efforts.
  • Working under minimal direction and independently determine and develop approach to solutions

This position is considered essential and requires some on-call hours; and availability to work overtime some weekends, as necessary.
Successful completion of an interview, thorough background investigation, which may include a polygraph exam and drug/alcohol screening, is required. Please note that the Police Department background process may take up to 45-60 days. An applicant disqualified from the Police background process may reapply a year after disqualification.

Qualifications, Special Certifications and Licenses

Considerable knowledge of general business practices; City and state security policy and system access security levels; common computer programs such as Microsoft Office Suite as well as more specialized computer programs such as Visual Studio, Microsoft Group Policy, etc.; electronic databases and related software applications such as SQL server, IIS webserver, ERP, etc.; process improvement; specific and advanced technical skills in area of focus such as SQL code reviews, data security, data modeling and design.

Demonstrated skills analyzing and resolving system related issues; meeting with key stakeholders and management to define the scope and scale of software projects; designing software system architecture; completing data structures and design patterns; designing and implementing scalable web services, applications, and APIs; writing low-level and high-level code; troubleshooting and bug fixing; identifying bottlenecks and improving software efficiency; writing technical documents.

Demonstrated abilities servicing customers; multi-tasking; communicating verbally and in writing; organizing; planning; analyzing and solving problems; being a team player and technologically savvy.

  • Experience developing back-end code in C#, .NET required.
  • Experience with HTML and CSS required.
  • Knowledge of IIS required.
  • Experience with Git/DevOps version control required.
  • Experience with MSSQL relational databases, including stored procedures, triggers, and functions required.
  • Understanding of database normalization, complex model design, constraints, indices, and keys.
  • Experience with web services.
  • Understanding of database design best practices.
  • Experience using tools such as Visual Studio and SQL Management Studio.
  • Completion of the core curriculum for a Baccalaureate or Associate level major in computer science or a related field and one to five years' experience.

MINIMUM TRAINING AND EXPERIENCE:
  • Associate's degree in computer science or related field
  • Three years of maintenance, troubleshooting, and repair experience in area of assignment
  • Bachelor's degree in computer science preferred
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
  • Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
  • Incumbents assigned to telecommunications systems must have (preferred) or must obtain an FCC General Radio telephone Operator License (GROL) within one year of hire.
  • Some agencies may have other specific requirements.

PREFERRED:
  • Minimum 5 - 10 years of experience designing, implementing, and maintaining SQL Server Relational Databases
  • Advanced level knowledge of database structures and design, systems design and data management
  • Advanced knowledge of data modeling and understanding of different data structures and their benefits and limitations under particular use cases.
  • Proven experience working hands-on with big data systems.
  • Experience with SQL Server monitoring, backup, and disaster recovery.
  • Substantial knowledge of different programming or scripting languages.
